The Department of Revenue will not attempt to collect tax on sales to the federal government or its contract ore while the injunction in the Olin Mathieson Co. case remains in effect. The new 3 per cent service occupation tax becomes effective Aug. 1. The tax will be applied to the cost price of tangible personal service which they purchase and retransfer as an incident to their sales ol service. Counties and municipalities also may adopt a half of one per cent service occupation tax. The service occupation tax will be applicable to purchases of paper and ink for use in printed matter for use and delivery in Illinois; purchases of metal and other materials by special tool, die, pattern and machinery producers; purchases of bandages, medicine and other personal property by doctors for transfer to patients; purchases of drugs and medicine by druggists for use in filling prescriptions and purchases of various items as an incident to service by dentists, o p t o m e t r i s t s , v e t e r i n a r i a n j , chiropodists, osteopaths, chiropractors, barbers, beauticians, l a u n d e r e r s , d r y c l e a n e r s a n d photographic supply firixis. Effective Aug. 1, the ROT is extended to the remodelling and reconditioning of personal property for users. Retail sales of custom-made items will be subject to the ROT effective Aug. 1. Effective Aug. 1, ROT will be applied to sales by nonprofit organizations to members, guests or others. The sale will apply to charitable, religious or educational organizations on sales to the public. Sales of magazines, except primarily news magazines, books, phonograph records and sheet music will be subject tu ROT effective Aug. 1. Sales by the State of Illinois, or any of its political subdivisions will be subject to ROT effective Aug. 1. Furnishing of utility services to the public will be exempt. Hotels, restaurants and ottrer vendors will be subject to ROT when selling meals to organizations holding dinners at such establishments, effective Aug. 1. The only exception will be sales to charitable, religious or educational organizations. Effective Sept. 1, the renting or leasing of personal property is considered selling and the ROT will apply. CROP REGULATIONS New r e g u l a t i o n s g o v e r n i n g the use of 2, 4-D and related herbicides on various crops have been explained by Director Ralph S. Bradley of the Illinois Department of Agriculture, who said any group of commercial fruit or vegetable growers may request a hearing on use of the herbicides. Investigation of damage to vineyards in the Nauvoo area determined that the amount of pressure on application and the type of material used caused the damage. It was recommended that ester forms of 2, 4-D and high pressure be eliminated and amine forms with low pressures substituted. Application period was set at April 1 to Nov. 1.
