The little known phase of Scouting, the multiple duties of the commissioners of the Scouting program, were further simplified by his attendance at Lowden. The instructive program of training was presented to a finis group of Scouters by two members from, the National Council. The chow was prepared very capably by Bill Mulford's wife. Bill has long been an adult Scouter in our council and is a very familiar figure to local Scouts who have been to Lowden.
