The report is called "A Statewide Summary of Municipal Finance in Illinois for the fiscal year ending in 1960," and was issued by Auditor of Public Accounts Michael J. Howlett. The report, prepared as a result of a law enacted in 1951, groups the municipalities by population within three geographical areas. Of the total number of Illinois municipalities, 69.29 per cent are under village government, 17.32 per cent have the aldermanic type, 7.9 per cent commission, 3.94 per cent managerial and 2.36 per cent the town type of municipal government. Following the pattern of prior years, the property tax was the chief revenue producer in 1960 for the municipalities producing 34.83 per cent of the revenues. Following next in order were sales tax, 13.22 per cent; liquor license and wheel tax, 12.32 per cent; motor fuel tax, 11.43 per cent; parking facilities, 2.79 per cent; and all other, 25.41 per cent (fees, fines, permits, utilities, etc.) An interesting chart in the report shows the breakdown of revenues produced per parking meter according to the population of the municipality. In 1960, a parking meter in municipalities under 1,000 population averaged about $14; in those from 1,000 to 5,000 about $74; from 5,000 to 10,000, approximately $66; and municipalities over 10,000 population, about $88. This is a report which is of special interest to legislators, civic organizations and office holders because the information is in one place and provides an easy means of comparison. In more recent years, there have been three periods, the Defense Bonds of pre-World War II, the War Bonds during the war, and since then Savings Bonds. All have accomplished the basic purpose, to give the government working capital. According to 'The Modern Hospital" magazine, there are approximately 150,- 000 Candy Stripers in 40 per cent of the hospitals in the United States.
