In accepting the gift, Mrs. Church gave a very moving speech. She urged that Republicans, Americans, be alert now, as never before, to the dangers confronting this nation both at home as well as abroad. Since Senator Dirksen was unavoidably d e t a i n e d, Mr. Wildman, presented the Honorable John G. Tower, (R., Texas). "In fact," Kinne said, "sa^ ings effected by the Judicial1 Amendment would more than offset the costs added by the i modernization move. j "This amendment has solid j support from more than sixty- I five business, labor, farm, pro- | fessional and civic organiza-1 tions and from both political; parties," said Kinne. "With so . many major responsible groups ! in support of this proposal* tJSe only thing opponents are doing ! is to cloud the issue with half- j truths, • fabricated statements and exaggeration." Voters will cast their ballots \ on a special Blue Ballot at the j November 6 election. To be j adopted, the proposal needs a j two-thirds vote. More than two-thirds of the General As- \ sembly voted in favor of itwhen they sent it to voters for their approval. Kinne noted one major cost facing elimination is the present $4 million Illinois expense that taxpayers must bear because of a special election in June to elect judges -a typical bad part of Illinois' 114- year-old Constitution. The 54 million cost is for salaries of judges and clerks of election and other election expenses.
