The party honored Richard May's recent natal day. 'A large group of his friends got together and really "shoock" him up by surprising him with the party. The fun filled evening continued on into the early hours of Sunday morning. -Everyone who joined in Rick's birthday celebration had a "real ball." Troop 408 News At this meeting of March 5, the Scouts of this troop divided $»to two groups and played Sasketball. The girls from St. ohn's school won over the girls representing the Johnsburg public school. Patrol 2 had change of the flag ceremonies at this meeting. Mrs. Petro was present on this particular day. Refreshments were served by Diane Oeffling. Time is short now. A great deal is being said and written these days about Minority staffing. It is important for residents of the 12th Congressional district to become better acquainted with this issue and to understand how greater Minority staffing can assist their Congressman. In the first place, Congressional committees are composed of Majority and Minority members. In the case of the Committee on Government Operations on which this writer serves, there are nineteen Democratic Congressmen who make up the Majority and twelve Republicans representing the Minority. This 3-to-2 ratio is roughly that of the total House ratio of 258 Democrats to 177 Republicans. Committee staffs which consist of lawyers, researchers, writers and other specialists of various types provide committees with the assistance they require in performing their tasks. This assistance consists of factual and legal research, bill drafting, preparing of analyses, summaries and reports, and may other detailed and necessary tasks. If Minority members of a committee are to be served equally with the Majority, it is essential that Minority staff personnel should be provided in the same ratio as the total membership of the committee. For this reason, the Republican Conference (composed of all the Republican members) urged that 40 per cent of committee staffs should be named by the Republican (Minority) members of the committee. The Democratic Majority in the House opposed this move, and the Republicans in their efforts to serve as an articulate opposition party have been obliged to rely on Democratic asouiuitvvo uiav Aiivicaoncu iMiiivr rity staff personnel will be furnished as' required. While not an entirely satisfactory arrangement, this is a vastly improved situation. Again, with respect to the writer's Committee on Government Operations (the so-called watch-dog committee of the Congress), the Majority has engaged 51 while the Minority members have been allotted only 3 staff personnel. On^ can readily see that the staff ratio of 51 to 3 is completely out of line with the committee ratio of 19 to 12. Unless additional staff members are assigned to the Republican Minority, there will be roughly 3 staff members for each Democratic Congressman on this committee, while 4 Republican Congressmen will have to share one of the Minority staff members. In fairness, it must be pointed out that the staffs of some committees, such as the Foreign Affairs and Armed Services committees, are essentially non-partisan and strictly professional. But the members of the Government Operations, Appropriations, Education and Labor, and other committees have vital responsibilities to draw attention to the weaknesses of the Majority's position. How, for instance, can the Minority members of the Committee on Government Operations point out specific objections to the activities of the Rural Electrification administration, the TVA, the Executive department's improper management of the news, the Agriculture department's abuses (responsible for the Billie Sol Estes scandal), Foreign Aid waste, etc., unless the Minority has the staff with which to do its job? Without adequate staffs, the Minority's investigations will result in whitewashes and inactivity in areas where close scrutiny and criticism should be provided. Respect for and encouragement of the Minority party are essential elements of our twoparty system. Democrats as well as Republicans should support a vocal, constructive and responsible Minority. Adequate staffing for Minority members is essential in performing this role. ' Attends Institute In Springfield Postmaster Eva. V. Freund of Spring Grove will be among more than 600 Illinois postmasters who will gather in Springfield for a two day Postmaster's Institute on Monday and Tuesday, March 11 and 12. The program will consist of fourteen concurrent workshops held during four one-hour sessions on each of the two days. The Chicago regional staff under the leadership of Donald L. Swanson, regional director, will act as instructors and resource leaders for the workshops. A highlight will be a banquet address on Monday evening, March 11, by James F. Kelleher, special assistant to Postmaster General Day. It is part of the post office department's plan to insure that all postmasters, new and olcl, have an opportunity to gain skills and knowledge of modern postal leadership by understanding and applying the newest postal procedures. Scout-O-Rama The Boy Scouts under the leadership of Pat Kagan will participate in a Scout-O-Rama of Blackhawk Area Councii, Kiswaukee District at Community high school field house in Crystal Lake on Saturday, March 23, from 11 a.m. to 9:30 p.m. There will be exhibits and presentations of skills. Special shows will be at 2:30 p.m. and 8 p.m. Tickets may be purchased from the Boy Scouts. Mrs. Elizabeth Freund Dies This community was sorry to hear of the death of Mrs. Elizabeth Freund, life-time resident in this area.
