House and Senate will hold a joint session in the House chamber to receive the President's State of the Union message. But even before the noon session, the Democratic and Republican members will meet separately to select their respective leaders. It seems a foregone conclusion that Congressman John McCormack of Massachusetts will be re-elected as Speaker of the House and that Rep. Carl Albert of Oklahoma will continue as the majority (Democratic) floor leader. However, it is quite uncertain whom the Republicans will select as minority floor leader. There has been active skirmishing in Washington for this position in the past two weeks. This post has been held since 1959 by Congressman Charles Halleck of Indiana. Now, Congressman Gerald Ford of Michigan wants to lead the House Republicans. Congressman Hal lack has an individual record as a congressional leader upon which he is basing his campaign. His ^challenger, Congressman Ford, is pointing to his comparative youth (51) and the popular demand for a new Republican "image." This keen interest in directing the destinies of the smallest Republican contingent in the House of Representatives in almost thirty years indicates great confidence in the future of the Republican party. The Republican selected will be the principal legislative spokesman of the 140 Republicans in the U. S. House as well as millions of Americans who espouse the Republican point of view. Of particular interest to 12th district citizens is the retention of Rep. Leslie Arends of Illinois as the Republican Whip. The office of whip ranks second in importance of that of leader. At the last session, Congressman Arends came in for special praise for his success in bringing unity to the Republican ranks. However, Mr. Arends' distinguished record of service and his popularity may not be the criteria upon which the Republican whip for the 89th Congress is selected. On the other hand, it is to be hoped that the relative leadership qualities of Representatives Gerald Ford and Charles Halleck will be fairly considered in the selection of the House minority leader in the 89th Congress. Insofar as Capitol Hill is concerned, the House leadership fight is separate and apart from the struggle for chairman of the Republican National committee.
