The- proposed legislation is experimental in the sense that only the states of California and New York have initiated similar programs. However, the/weight of testimony before tEe House Judiciary committee was overwhelmingly in favor of this enlightened and premising attempt at rehabilitation of the more tha'n 50,000 known narcotic addicts in the nation today. The Congress may soon take a radical step in behalf of rehabilitation of narcotic addicts. This legislative proix>saI by Congressman Emanuol Ceiler of New York .chairman of the House Judiciary committee, would authorize U.S. district court judges to permit narcotic addicts charged with petty offenses to receive medical and hospital treatment in lieu of prison terms. This enlightened approach to the increased problem of narcotic addiction (described as "civil commitment") recognizes that many " addicts--particularly among the young--should be regarded as sick people and treated accordingly. This does not mean that upon arrest a narcotic addict would automatically be free to return to the temptations of his previous environment. On the contrary such an offender would lie committed to a hospital where he would be secured during a period of prolonged treatment under the jurisdiction of the surgeon-general. It is contemplated that the period of hospital treatment might continue for as long as three years to be followed by out-patient care for a maximum period of an additional ten years. In the event 'an offender refuses to cooperate or violates the provisions of his civil commitment, the criminal proceedings under which he was originally charged would be resumed, with prosecution and sentencing in accordance with existing law. The proposed legislation is directed only toward narcotic addicts who become involved in minor criminal offenses by reason of their addiction. It i<; definitely not intended to relax existing provisions 'of the law insofar as peddlers of narcotics are concerned. • However, one controversial provision of the bill would relieve youthful offenders under twenty-six years of age from the mandatory prison terms which are required under the present law. In the opinion of this member, such a provision is unfortunate,' and is inconsistent with the main purpose of the civil commitment legislation. A peddler of narcotics is dangerous to society, whether he is twenty-five yenrs of age or sixty-five. There has been no case established in the com mi: tee hearings for being soft on any peddlers of narcotics. Of course, youthful addicts would have the same advantages under the proposed civil commitment legislation as their elders. But there appears to be no reason for them to receive preferential' consideration. The Bureau of Narcotics has expressed support for the position of this member. Accordingly, an appropriate amendment willl be offered when the measure readies the House floor. Narcotic addiction is a prolv lem encountered primarily in the cities of New York, Chicago, and to a lesser degree in Los Angeles, Detroit, Washington, and Philadelphia. Nevertheless. it is a serious national problem, about which the congress has taken strong and decisive action in the past. It is certainly appropriate for the Political Corner HONOR CANDIDATE Two events honoring John Carroll are planned in the next week, one in McHenry. On Saturday, May 21, at the V.F.W. clubhouse, McHenry, a free dance will be held. An invitation i?4 extended for the public to meet Mr. Carroll. The social event starts at 8 p.m. A testimonial dinner honoring him is set for Monday night, May 16, at Martinetti's in Crystal Lake. Robert Kramer of Woodstock, chairman for the dinner, said the testimonial is sponsored by some of the county's most outstanding citizens. Carroll, who har worked full time in the" sheriff's t department since 1553, is a Republican candidate seeking nomination for sheriff in the June 14 primary. DEDICATION SPEAKER Norman Geary, Republican candidate for State Senator in the 32nd district, was the guest speaker May 11 when Streeter Amet Co. of Grayslake had their dedication ceremony fo'" the new addition to their plant. DINNER SPEAKER Halfback for the Chicago Bears football team and CBS sports commentator John Morris, was the featured speaker at a testimonial dinner, held to honor Melvin "Stretch" Griebel of Marengo, Republican candidate for the office of McHenry Couhty sheriff in the June 14 primary. The dinner was held Tuesday, May 10, at Martinetti's. located on Route 14, east of Crystal Lake.
