LAKE LINCOLN & MERCURY • PRIVATE LAKE? "Dear Sir: "How private is our Lake and can the "Syndicate Master association" keep it private or make it more private? Each deed indicates that upon purchase of your property, lake rights are automatic and most of us bought our property under this pretense. Your deed also indicates that the Wonder Lake Syndicate, or a Master association when formed, could set up rules and regulations for the use of Wonder Lake. In thirty-seven years the Wonder Lake Syndicate has not set up any rules and regulations and to date neither has the "Syndicate Master association". In the meantime, the state of Illinois has enforced their regulations on Wonder Lake; you must have a state fishing license, you must have your boat registered with the state and display your registration numbers, you must have a state license to hunt duck or geese, and only recently the state has informed those who put out marking buoys that they can no longer use steel barrels, but must use the proper C o a s t G u a r d - a p p r o v e d t y p e buoys. - * Last month, October, the Illinois Sanitary Water board had a hearing in Elgin on the water quality criteria (standards) to apply to the Des Plaines river, Fox river, and the Nippersink creek. It was pointed out, at this hearing, that all the waterways belong to all the people of the state of Illinois. Most of you "old time" residents will recall that whenever we sought information from the state of Illinois on Wonder Lake or sought help from the state of Illinois for one thing or another we usually received the stock answer that Wonder Lake was only a "wide spot" on the Nippersink creek. Actually, that is right and it looks as though this idea has not changed over the years. "Now is time to join the "Peoples Master association" who do not have high dues, who are not planning to invest in questionable land purchases of lake bottom, and who are not incumbered with obligations of unknown magnitudes. Join the "Peoples Master assocation" now and help draw up the by-laws to the organization of your making. Check on your subdivision board of directors to see what they have, or are, doing lor you. "HENRY C. SETZLER" CONSTRUCTION ESTIMATE Commonwealth Edison company's construction program for the five-year period, 1967- 71, calls for estimated expenditures of just over $1 billion, up from an $850 million dollar program for the five years 1966-70, Chairman J.
