Write full particulars to SET APMl 1 DEABUm FOR MEDICARE AID About 1.4 million people over 65, over 800 living in Lake and McHenry counties, missed out on signing up for the supplementary medical insurance under medicare - which helps pay doctors' bills and other medical bills not covered under hospital insurance - will also miss out on some new benefits unless they take advantage of the period now open to enroll. This April 1st deadline was provided by recent legislation. These people have received an application blank in the mail which will give them through April 1 to indicate whether or not they want the supplementary coverage. If they sign up by April 1, their coverage will begin July 1, 1968. The premium paid by the person who enrolls on time will be $4 a month, matched dollar to dollar by the Government - so the insurance is worth twice the amount of the premiums people pay for it. Those who miss out on this second chance to t£ke the supplementary protection will have to wait another year, and pay a premium that is 10 percent higher for each full year they could have had the medical insurance but were not enrolled. Those now enrolling, who for a year or longer had been eligible but had not signed up, will pay an additional premium of 40 cents a month above the $4. A person who is not enrolled for medical insurance m^y henceforth enroll only during the first three months of the year, provided this period begins within three years after he had his first opportunity to enroll. Marrin and Bernice Raedke, doing business as Snug Harbor boat club. The suit results from an accident last June in which the plaintiff claims she received serious injuries while a passenger in a car driven by Marrin. She asks $35,000 from Marrin and $15,000 from Bernice Raedke, who herself or her agent is claimed to have sold or given liquor to Marrin. We reserve the right to delete any material which we consider libelous or in objectionable taste.) , MCCLQRY REPORT I" To the Editor: "The column, "McCloryReports from Washington" in the March 15 Plaindealer purported to be a summary of the findings of the National Advisory Commission on Civil Disorders - (Kerner commission). I have read the complete text of the Kerner report. Comparing the actual report with the Congressman's remarks, I am forced to conclude that Rep. McClory is not himself familiar with the Report in its entirety. A person reading Rep. McClory's column can get some dangerous misconceptions about the Report. "Rep. McClory* s major charge is that the commission has admitted the inadequacies of federal programs in dealing with the urban problem, and then urges a continuation and expansion of the same programs. The Report does, indeed, carefully scrutinize the past performances of the employment, education, welfare and housing programs. In several cases it takes imaginative and much-needed criticisms and recommends changes in procedure and regulations. "But the report states clearly that the most important cause for past failure lies not in the nature of the programs themselves, but in the fact that the funds granted by Congress have been nowhere near what the scope of the problem demands. The programs in the fields of welfare, housing and employment, especially have shown poor results because they have been able to reach only a fraction of those needing help. The programs cannot reach most of the people who could benefit from them unless there is a substantial increase in available funds. "Rep. McClory says that the Report would 'establish more federal agencies and bureaus'. If, as I assume, he means that the commission advocates an increase in the federal bureaucracy, the statement is simply not true. The Report recognizes the obstacles now presented by unwieldy bureaucracy, and recommends, in every major field a consolidation of federal programs - creating, in the end, less bureaucracy, not more. One aspect of the Report cannot be argued away -- the price tag. estimated at 32 billion dollars over a period of years. Rep. McClory dismisses the request for more funds with har dly any comment. If the Kerner Report were simply another Administration document, such skepticism might be justified. But the Congressman has failed to draw attention to the nonpartisan nature of the commission. No one would be surprised to hear that Roy Wilkins of the NAACP wants increased spending. But the commission, includes, besides Wilkins, such people as Charles B. Thornton, chairman of the board of Litton Industries, and Herbert Jenkins, police chief of Atlanta. When a group such as this unanimously proclaim s that such massive spending is needed, one cannot dismiss the idea so easily. "The Report spells out clearly the disastrous consequences of ignoring the needs of the American cities. Considering these consequences, I feel that Rep. McClory has hardly given the commission's recommendations the attention they deserve.
