'til 9 p.m. CLOSED ON SUNDAYS USE THE FREE GRE^N STREET PARKING AREA, MC - 33 AN ORDINANCE ESTABLISHING THE OFFICES OF CITY MARSHAL AND DEPUTY MARSHAL AND PROVIDING FOR THE OPERATION THEREOF BE IT ORDAINED by the Mayor and City Council of the eity of McHenry, McHenry County, Illinois, that Chapter 6, Article 1, of the Municipal Code of the City of McHenry be, and hereby is, amended by the addition thereto of the following: Chapter 6-Police Department -Article I, paragraph lO.a. Section 1: There is hereby established the office of City Marshal. The City Marshal shall be appointed by the Mayor with the advice and consent of the City Council. TTie City Marshal, in addition to his duites as Marshal, may be appointed or employed by the City to act in any other capacity, provided that such appointment or employment is compatible with his duties as Marshal. Section 2: There is hereby established the office of Deputy Marshal. Deputy Marshal shall be appointed by the Mayor with the advice and consent of the City Council in such number as the corporate authorities shall from time to time deem necessary. Section 3: The City Marshal and the Deputy Marshal shall serve at the direction of the Mayor and City Council and may be removed from office at the will of the Mayor and City Council. The City Marshal and the Deputy. Marshals shall receive such hourly compensation for their services as determined by the corporate authorities. Section 4: The City Marshal when functioning as Marshal and the Deputy Marshals shall not be considered to be members of the regular police department of the City and shall not function on a full-time basis. Uniforms and identification symbols of the marshal and Deputy Marshals shall be different and distinct from those used by members of the regular police department of the City. The Marshal and the Deputy Marshal shall at all times during the performance of their duties be subject to the direction and control of the Chief of Police of the City. Section 5: Deputy Marshals shall perform such duties as directed by the City Marshal or by the corporate authorities. Deputy Marshals shall not carry firearms except with the special permission of and when issued by the Chief of Police, and when in uniform, and while in the performance of their duties. Section 6: The City Marshal and the Deputy Marshal shall be conservators of the peace and shall have the following powers and duties. (a) To arrest or cause to be arrested, with or without process, all persons who break the peace or are violating any municipal ordinance or any crimfna- law of the state: (b) To commit arrested persons for examination; (c) To serve and execute all warrants for the violation of municipal ordinance or the State criminal law within the limits of the City; (d) All statutory and common law power of sheriffs; (e) To direct traffic and assist in traffic control; (f) To act as watchmen on special assignments; (g) To assist in parade control and to keep peace in all large gatherings and in and about the community; (h) To assist in Civil Defense matters; (i) To assist in cases of riot, disaster and emergency control; and, (j) To perform such other duties as directed by the Chief of Police of the corporate authorities. Section 7: The Marshal and Deputy Marshals so appointed shall at the time of their appointment execute to the City a bond in the amount to be established by the corporate authorities anj sureties to be approved by the corporate authorities and conditioned as required by law. Section 8: That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and the same are hereby repealed. I could easily reel off a list of clubs as long as your arm, with tables of rules and regulations that apply to "the members in each case. But suppose you want to start a brand new club? Exactly how do you go about it? That's an important question when you consider how many older people can't find the answer to'loneliness in the clubs that already exist. They may live too far away f r o m t h e o n e s t h e y know 'about. Or the nearest group activities may not be what t h e y ' r e l o o k i n g f o r . And many simply prefer intimate meetings with friends and neighbors instead of finding themselves lbst amid large c o n v o c a t i o n s of s t r a n g e r s . That's why so many new cl u b s a r e b e i n g s t a r t e d a l l the time. It's also the reason for the how-to-do-it guides in books and articles on retirement problems. Most of t h e a d v i c e t h e y give comes down to hard common s e n s e -- a c o m modity not always prominent in would-be club founders. If you have the idea in mind, the first thing is to find out how many people the idea m i g h t a p p e a l t o , and w h a t kind of a club they want. A bridge club is one thing; a bird watcher's club is somet h i n g e l s e ; and a w e e k l y musicale differs from both. So, decide on the type of club before you do anything e l s e . A f t e r t h a t , c h o o s e a meeting place to suit the convenience of the members. This will often be decided by the size of the membership, but in any case it should be located where they can get to it without too much of a transportation problem. A d i r e c t o r i s u s u a l l y a d v i s a b l e e x c e p t f o r t h e smaller clubs. It helps to have some one r e s p o n s i b l e f o r posting the schedule, dealing with officials if the meeting place is a school or a church, and l e t t i n g e v e r y o n e know when the meetings are called off because of the weather. Financing the project requires a definite answer because even refreshments cost money, not to mention a piano or billiard table. As you can see, starting a club has its problems. But don't let them scare you off.
