Collecting By Dolores White "Legislation permittingillus-f tration of U.S. postage stamps in color has been approved by the Seriate and sent to the White House for President Johnson's; signature. The bill permits newspapers and magazines to picture cancelled U.S. stamps in color andP in any size including exact size; and uncancelled U.S. and foreign: stamps in color in less than three-fourths or more than on© and one-half times actual size. Under current legislation no U.S. stamps may be pictured in color although cancelled foreign stamps may be. The ban on d color, left in effect when the stamp illustrations law was last modified in 1958, was based on a fear of aiding counterfeiting which the Secret Service, the agency responsible for enforcement, agrees is no longer justified in the case of postage stamps. No change is made affecting illustrations on film or transparent slides, now permitted in color, and the bill does not apply to illustrations Of coins, permitted in color under separate legislation. Under current law, use of stamp illustrations is limited to philatelic, numismatic, educational or newsworthy purposes in articles, books, journals or albums. They may not be used in general advertising but only in legitmate philatelic or numismatic advertisements. The 1968 Christmas stamp will reproduce a portion of "The Annunciation" by Jan Van Eyck, 15th Century Flemish artist, now in the National Gallery of art in Washington, D.C. The detail used on the stamp shows the richly robed Angel Gabriel with wings of peacock feathers. The vertical stamp is to be printed in five colors, with the red in the brocaded robe dominating. An initial print order of one and a half billion stamps has been placed. It is hoped that the new nine color press will be prefected in time to use for this stamp. On July 26, a 5 cent postal card will tribute the Women Marines on their twenty-fifth anniversary of service to the country. Hie 5 cent card will be issued with first day ceremonies July 26 in San Francisco during the fifth biennial convention of the Women Marines association; Assistant Postmaster General Ralph W. Nicholson will represent the Post Office Department at the ceremonies. The vertical design shows a modern woman Marine, alert and pert in her green uniform. Red . merges into green in the background. Across the top in red gothic capitals is " Women Marines", at the vertical left in the same color and type style is "25th Anniversary". Across the bottom, in green gothic, capitals is "U.S. Postage", while at the upper left in white is "1943-1968". The denomination, "5 cents" appears at the lower left in brown.
