Since the final form of the water referendum for the Nov. 5th election received overwhelming bipartisan support from the General Assembly during its July session and was signed by Gov. Shapiro, the Water Study group of the League of Women Voters of Woodstock-McHenry has redoubled its efforts to spread the water story. HEAR LEGISLATOR The next project of this ambitious group will be an autumn tea on Saturday, Sept. 21 at 1 pan., when members of the League and their guests will hear a talk on water problems from State Representative John H. Kleine. Mrs. Jack Loggins will hostess the affair at her home, 4911 Orchard Drive, in McHenry. In charge of the arrangements are Mrs. FrankSek and Mrs. James Foley. Besides meeting regularly for study and discussion, they have arranged tours of local water and sewage treatment plants and have shown the films of " Water Bill, USA" and "Troubled Waters" to public meetings. "These films brought us to the realization that action must be taken on water pollution problems,' said Mrs. Jack Loggins, chairman of the study committee. She went on to explain that the Natural Resources Development Act is a proposal to spend $1 billion in tax money on capital improvements to our waterways and on air pollution control. The proposition will be financed by a sale of bonds. Sale of water from reservoirs and interest and repayments on loans will provide money for retiring the bonds. MEETS NEEDS "The plan meets our immediate needs for 1968 through 1380 and paves the pray for a flexible long - range program through the year 2020." said Mrs. Loggins. She statedthatby 1980, if funds are approved, IIlinoisans can expect substantial benefits from the plan. These would include control of water and air pollution, flood control, water and soil conservation, adequate water supplies for domestic and industrial use and expanded opportunities for water - related recreation. She pointed out that while problems may vary from community to community, all do have problems. Solutions are known and can be put into effect when the funds are made available.
