But -- suppose she wants to get married? by Illinois State 1 NEW INSURANCE LAW TO AID INNER - CITY PROPERTY OWNERS Owners of properties in highrisk urban areas of Illinois will soon be able to buy fire insurance and other insurance protection under a plan set up in compliance with the state's new Urban Property Insurance Act. According to the Illinois State Bar Association, the new law will make fire and extended coverage insurance available to owners of physically sound properties , regardless of their location in or near potential riot areas. Insurance companies now are in the process of setting up procedures to comply with the Act. As a stop-gap measure, the Illinois Director of Insurance asked all insurance companies doing business in the state to continue to provide insurance coverage in the affected areas until details of a shared-risk insurance program, envisioned by the law, could be workedout. According to the ISBA, the program as now being developed will work like this: Insurance companies writing property coverages in Illinois will participate in what is called a "FAIR PLAN" -- that is, a plan to provide property owners with fair access to insurance. Owners whose buildings meet minimum standards, but who because of their location ih a riot area might otherwise be unable to obtain insurance, will be guaranteed an opportunity to buy an insurance policy covering fire, looting, vandalism and the like. Insurance also will be made available to people whose own property is wellmaintained, but is poor insurance risk because of hazards located nearby. An insurance industry inspection facility will be established to check the condition of buildings whose owners have trouble getting insurance. Another facility will see to it that the insurance provided in high-risk areas is spread fairly among the insurance companies. The new law provides for a joint reinsurance pool to handle exceptionally hazardous properties. In addition, the Act establishes a trust fund to provide financial backup for the facility and the reinsurance pool in the event of catastrophic riot losses. This fund, which will be administered by the State Treasurer, was needed to enable insurers to qualify for riot and civil disorder reinsurance from the federal government under the Urban Protection and Reinsurance Act of 1968. The new Illinois law was' passed by the legislature last July and approved by Governor Shapiro on Aug. 1.
