CAMPAIGN IDEAS The McHenry County Democratic Women's organization met at the Democratic headquarters at 95 Grant street, Crystal Lake, to give suggestions and get further ideas in their campaign for Gov. Samuel Shapiro. Mrs. Jeanne Holm of McHenry conducted the meeting. One unique program was to encourage tea meetings where a "Fun and Fact" quiz would be quite a novel attraction. The guest will be given a quiz made up of thirteen lucky questions about Illinois and Gov. Shapiro. After the guests have completed this interesting quiz, Gov. BRAKE PARTS WAGE INCREASE IS ANNOUNCED Joe Adelt, division manager of Brake Parts company in McHenry at 1600 North Industrial drive, announces a 12 centsper hour general wage increase for all production employees effective Monday, Oct. 21. Adelt also announced that in conjunction with the v lge increase, B.P.C. has reduced the eligibility requirements for receiving holiday pay. Mr. Adelt states that these changes are being made as a result of the company's philosophy to periodically review wages and benefits to maintain a leading position in the community. It is felt that the more than 200 employees of Brake Parts company will respond favorably to these changes, and the company pT0.~ cess of recruiting approximately 100 additional employees for its expanding manufacturing facility, the change should provide an attractive incentive for potential employees. Brake Parts company is engaged in the manufacture of hydraulic brake parts and as a leading employer in the community has recently completed its expansion in excess of 200,- 000 square feet. (Editor's Note: This article is the first in a seriesdeveloped by the League. of Women Voters of Illinois to explain the proposal to hold a constitutional convention in Illinois. A call to convention will be presented to the voters for their decision jjbn Nov. 5. The issue will be/ printed on a blue ballot to stress its importance.) Most adults have not studied constitutions since, the days of "civics" or "social studies" in high school. We remember that the United States Constitution is considered a model of flexibility and clarity. We recall that the Illinois Constitution was written almost 100 years ago, in 1870, and that it was planned for that time and filled with details the framers considered necessary then. On Nov. 5 the Illinois voters are asked to decide if they wish to take the first step toward modernizing the state constitution by voting to hold a constitutional convention. This is an important step, and its purposes should be clearly understood by voters who wish to cast an informed vote. ARTICLE I To understand CON CON - the easy abbreviation for constitutional convention - it's well to begin by asking what kind of constitution a state should have. What is the purpose of a state constitution? How is it used? What is its job? A state constitution is a document which establishes* a structure and form of government and the principles under which elected officials and representatives will govern the state. Through a constitution, the people state what they want the state to do for them, and outline the organization of the state's functions. A constitution typically says, "This is the form of government we want. This is how we have structured the government for effective functioning. This is the big picture, the broad scope, for operating the state". Most state constitutions do this much fairly well. In Illinois for example, we have a Bill of Roghts, which repeats our dedication to the American form of government; we have a threedepartment base of legislative, executive and judicial, and we provide for the participation of the people through election of their officers and represen- PLAINDEALER - tatives, but the people of 1870 went further. They wrote info the constitution a series of details which seemed proper then but should not have been frozen into a constitution. In short, they included laws ihthe constitution instead of letting elected representatives enact laws as they were needed to meet changing times, naturally, these constitutional details became outdated as Illinois changed. from an agricultural to a more populous industrial state. There is a difference between the United States Constitution and the contitutions of the states* The federal constitution is an agreement among the states on ' what they want a national government to do. State constitutions have to provide for all the services left to the states. Naturally, state constitutions are more complicated and more detailed -- but the details have to be changed occasionally to keep up with the needs of the people. One reason why states complain that the federal government does too much is because the states have constitutions which hamper quick response.
