IS Volo»Illln«to ansioh Told # '.#fc Hie board of education of Harrison school in Wonder Lake announced Wednesday, Oct. 23, the retention of the firm of Fridstein, Fitch and Partners as architects for a planned addition to the school. This firm was also the architect for the new McHenry high school. Supt. Robert Bright indicated that the staff of the school is working hard on describing the program of the school so that the completed building can meet both present and future needs. He also said that overcrowding in class rooms, dressing room facilities, library and cafeteria, areas may lead the board to seriously considering double sessions in future years if the pressure is not relieved.Retention of present teachers, as well as employment of new teachers may suffer if teachers cannot because of large classes, offer the proper amount of individual help. 1 Bright also said, "It has been ten years since the patrons of the school have been asked to approve new class rooms for Harrison. Every effort is being made by the board, teachers and administration to plan for our present enrollment as well as future enrollment so that the gradual increase in number of children can be provided for." A tentative date for a/referendum has been set for late February or early March. Dr. Santo Ruggero, president of the board, in making the announcement of the architectural firm, said that all members of the board keenly supported the retention of this firm. Many hours went into the selection. Board members and the superintendent interviewed five architectural firms and visited a number of their schools. ' ? ?: NATURAL RESOURCES ISSUE Because of the large sum of money involved ~ • $1 billion -- the Natural Resources Issue should be studied most carefully. A simple majority of those voting for state legislators will mean passage of an issue to provide funds for recreational development; water and air pollution prevention, control and abatement; water management; water facilities and flood control. These funds would also qualify the state to receive federal funds as they become available for assisting state and local governmental units in carrying out resource development programs. The $1 billion would impose a direct annual tax iqaon real and personal property to pay the interest on, and the principal of such bonds if revenue from other sources is not sufficient. How much it will cost the public in additional taxes -- if any -- is not known at present. It will depend on how quickly the money is spent, whether it is all spent, the rate of interest and whether the state's general fund will be in good enough condition to take care of the debt without asking for more money. This year the legislature passed a bill designed to eliminate features of the 1967 proposal that had resulted in some opposition. In view of the growing seriousness of water pollution in our area, which is so dependent on this natural resource, we urge voters to support this issue. CON-CON One of the most discussed issues in this election year is an effort to receive siqsport in calling a constitutional convention. The proposal is commonly termed Con-Con. ~~\ A majority of those voting in the referendum is required for passage, which calls for a meeting of elected delegates for the purpose of reviewing the entire state constitution and making recommendations for changes in any of its parts. These changes would then be submitted to the people for approval, requiring a majority vote. Recalling the imperfections of the Blue Ballot veto four years ago, which resulted in court revisions, we were hesitant over support of Con-Con. However, the numerous impediments to progress under the 1870 constitution prompt us to suggest a "yes" vote. BANKING ACT AMENDMENT On a special pink ballot, voters will have the opportunity to ratify an amendment to the banking act to allow state-chartered banks to establish foreign branches, aprivilege already enjoyed by nationally chartered banks. No monetary expenditure is involved in this vote. State banking institutions point to the potential for growth as more Illinois manufacturers decide to participate in international trade. State-chartered banks desire the same flexibility and freedom as national bank competitors. A majority of votes cast on this issue is required for passage.
