Skinner Case Is Postponed A thirty - day postponement has been set in the case of William Giblin against County Treasurer Calvin Skinner, Jr. The injunction impounding county treasurer records was lifted, and Skinner agreed to produce the records when requested. The records impounded concerned payment for services and time schedules kept for employees of his office over the past month. In an amended petition, Giblin asks that Skinner be ordereel to make restitution to the county of monies allegedly used for electioneering, both in payments to the employees and Tax . sale Occur Nov. 18 Wb tax sale time again in ^ McHenry county and that means fiOmeboty is going to make a lot of money. By paying delin- ; quent real estate taxes, indivir duals can e?q>ect to get up to ^ 24 percent interest bac;k on their - Invested money during the first ; year. And if the property own- i er doesn't repay tlie loan within two years, the tax buyer can actually gain control of the real estate in question. How is it done? Each year the taxes of delinqueiit real estate owners are put on the auction block in an attempt to raise the tax money , needed to finance local Rovernmental bodies. The public is , invited to pay these taxes. In return for putting ip their money when the tax districts need it, tax buyers are granted the privilege of charging up to 24 percent interest, if the owner doesn't redeem his taxes in the first six months. After two years, the tax buyer may apply for a tax deed if the taxes are still unpaid. Since the process is somewhat complicated and the services of a lawyer are recommended before the two year tax deed procedure is completed, it might be well to contact an attorney early. He will be able to answer technical questions. The tax sale procedure started with the publication of delinquent real estate taxes throughout McHenry county during the third week of October. (Copies are available from the County Treasurer's office). This will be followed by the sale on Monday, Nov. 18th. Between publication and the auction of taxes, investigation is the key word. INVESTIGATION NEEDED One should investigate the property on which he intends to bid. Failure to do this can result in one's getting stuck with property that's under water- or otherwise less than useful. Professionals usually refuse to consider any property with more than one year's back taxes; such real estate has usually been investigated before and found undesirable. An auction decides who shall be allowed to pay whose taxes*; Hie bidding is on the percentage of interest the buyer will receive from the property owner should the owner reclaim it within two years. The bidding starts at 12 percent per six months and goes lower iftherf is competition on a given property's taxes. After winning an auction, this tax buyer must pay all delinquent tax; no discount is allowed. The buyer then receives a tax certificate showing the amount paid and the interest bid. This certificate is extremely important because it is what must be turned in to the County Clerk to get one's money back if the taxes are redeemed. This certificate cannot be replaced if lost. The tax buyer is responsible for the next year's taxes, .if they are not paid by the owner. The payment of these taxes must be recorded with the County Clerk in order to be eligible for repayment. Upon redemption, the property owner must pay 7 percent interest per annum on these taxes. RIGHTS OF OWNER The property owner can redeem the tax sale anytime within a two year period. He must pay the amount of the taxes sold plus any taxes subsequently paid and recorded, plus interest. In case of redemption, the tax buyer has no further claim on the property. The buyer surrenders his tax certificate to the County Clerk and collects his money. If the taxes are not repaid in time, the purchaser can eventually gain control of the property by obtaining a.tax deed. In such a case,'however, the original owner must be notified in person, by mail or in the local newspaper. Since the tax sale procedure is somewhat complicated, obtaining an attorney's advice early in the process is advisable. JUNIOR HIGH WILL OBSERVE EDUCATION WEEK In observance of Education Week, a program is planned to take place at the McHenry Junior high school at 7:45 o'clock Tuesday evening, Nov. 12, From 7 o'clock until the time of the program, the building will be open for inspection by parents and friends.
