Legislators stressed the cumbersome procedure to gain legislative attention, and noted the insurance industry is divided over the best procedure. Benjamin L. Frisch, Cary, president of the McHenry County Association of Independent Insurance Agents, presided at the meeting and Frank E. Low, McHenry insurance man, monitored the program involving the legislators. Low cited several proposals the Independent Insurance Agents support. One is a licensing program to qualify persons who sell insurance, including establishment of educational, financial and professional standards. Another proposal concerns tightening laws to form insurance companies although several present agreed progress has been made in this area. He also cited proposals the organization opposes, including any attempt to broaden the service tax base to include insurance agents, who would.have to assume the burden of this tax out of their own income while other professional men and retailers pass the tax along to the customers. Much concern was shown by all of the agents regarding possible adverse legislation to the insuring public. Legislators present included Senator Robert Coulson, Waukegan, 31st district; Senator Karl Berning, Deerfield, 32nd district; Rep. John Henry Kline, Lake Forest, Rep. George VV. Lindbergh Crystal Lake, and Rep. Daniel M. Pierce, Highland Park, 32nd district; and Lester Cunningham, Belvidere, and Rep. Thomas Hanahan, McHenry, 33rd district. Frisch asked the secretary to note a suggestion by Sen. Berning to hold the brainstorming session in October so action on proposals can be weighed well before the General Assembly begins work in January.vOne main benefit ,of the meeting was learning how to proceed in developing legislative ideas, asserted Frisch. The legislators stressed that opposing an issue is not the only choice of citizens or a group -- they welcome alternative suggestions. They pointed out that personalized letters are welcome but that "mass mailing" of a form let-- ct!er is virtually worthless as far as persuading legislators is concerned. All stressed the value of a written communication contrasted with a verbal expression in person or o ,er the telephone. - We can't be experts on everything but must be familiar with many problems," Rep. Hanahan summarized. '* We must have a knowledge of welfare, taxation, agriculture, air and water pollution, the state's fiscal crisis, and constitutional convention, to mention a few. We depend on groups to guide us on many issues. Most legislators have an open m'nd .and welcome suggestions." Legislators agreed the state's fiscal crisis is dominating the General Assembly at present. Sen. Coulson summarized it sufficiently, saying: "This state is in real fiscal trouble. Welfare offers a serious challenge with its demands on the state's finances."
