BEN^FRAN KLIN* SKINNER TELLS INADEQUACY IN TAX PROCESSING The number of tax bills processed by the county has increased 22 percent in the past ten years, but the system of preparation and processing has remained basically the same, according to the County Treasurer Cal Skinner, Jr. This year, almost 106,000 bills will be mailed out in late April, while a decade earlier about 87,000 were required. It was just ten years ago that the county stopped preparing tax books with pen and ink and making up bills using typewriters. In 1959, the system was changed to the type that exists today. The bills are addressed by address-o-graph, while calculating the amount of tax and distribution is done by an accounting machine. Tax books are prepared using the same equipment. While the equipment is working fairly well now, three of. the vacuum tube machines have only a few years of relatively trouble-free operation left, according to a company salesman. Although the system is adequate for preparation of the bills, it is outmoded at the processing end. Entries in the tax books are still made with pen and ink. A major break-through was made last year when incoming tax bills were first sorted by computer, instead of by hand. Nevertheless, a solution to the problems resulting from continued hand posting is barely, within sight in McHenry county.
