Commission Chairman David H. Armstrong said the inspection order was prompted by a series of derailments believed to have been caused by inadequate track maintenance. Derailments in Illinois are now averaging about 150 per year. Derailments of trains carrying dangerous commodities such as liquid petroleum, flammable and poisonous gases and radioactive materials, have caused death and property destruction and necessitated evacuation of entire cities in other .parts of the country.
