Bolger Named IBAA Director On January 4, 1971, Thomas F. Bolger, Vice-President and Cashier* of the McHenry State Bank started serving a three year term as a member of the Executive Council of the Inde pendent Bankers Association of America. Mr. Bolger was elected state director by a vote of the six-hundred member banks from the State of Illinois. The election was held in early November with the McHenry banker being selected from a field of twenty-seven nominees from throughout the state. He succeeds Thomas M. Rochford, President, Bank of Champaign. Bolger has been ac tive in the affairs of the IBAA for a number of years having served on the following standing committees: Bank Study, Fed eral Legislative and Compet ing Financial Institutions. He was a member of a panel dis cussing credit cards at the New Orleans Convention in the Spring of 1967. Mr. Bolger's apprehensions regarding unso licited credit cards has proved to be well-founded. Excerpts from this panel discussion were made a part of the Congression al Record when credit card leg islation was later being consid ered in Washington. Mr. Bolger is one of 22 new state directors who will join the association's Executive Council when it convenes March 28th in Minneapolis during the 41st annual convention. Dur ing its 40 years of existence, the IBAA has grown into an or ganization of 6600 banks in 40u states. A sister organization, the Western Independent Bank ers, operates irt the nine states of the i2th Federal, Re serve District. The Independent Banker's Association of American has always been a grass roots or ganization and although banks from large metropolitan cen ters are members of the as sociation, many of the members are small country banks. The small bank has traditionally had a strong voice in the affairs of the IBAA. The associationbe lieves that the strength of America is in the locally own ed independent business or bank. This group opposes mon opolistic trends in banking or business with the belief that a homeowned bank can better ser ve its community. The United States early in its history adopted a demo cratic ideal of banking. Other countries, for the most part, have preferred to rely on a few large banks controlled by a banking elite. There has de veloped in this country, on the other hand, a conception of the independent unit as an istitu- tion having its ownership and origin in the local commun ity and deriving its business i Hy from the community's industrial and commercial ac tivities and from the farming population within its vicinity or trade area. Its activities are usually fully integrated with lo cal economic and social organ ization. Thomas F. Bolger has been associated with the McHenry State® Bank continually since 1941 with the exception of three years military service in the European Theatre during World War II. He was appointed an of ficer of the bank in 1948 and was elected to the Board of Directors in 1959. He is ac tive in civic affairs and is a past president of the McHenry- Boone County Bankers Feder ation and has served on several committees of the Illinois Bank er's Association. He resides in McHenry with his wife, Kathryn, and six chil dren, Thomas, a junior at Mar quette University, Cynthia, a freshman at Alverno College, Mary Ellen, a student at Mar ian Central and David, Ann and Susan all students at Montini School in McHenry.
