CRYSTAL LAKE, ILL. 60014 These economic indicators have varied only slightly^ during the past six months - notwithstanding a general reduction in interst rates and some expansion of credit, in cluding a high level of federal spending. Indeed, unem ployment and other adverse factors have caused the federal level of spending to rise, with the result that the nation faces a July 1st annual deficit of more than $18 billion. President Nixon has responded to a general demand for governmental action to stimulate the economy by announcing policies which are both radical and controversial. In his recent Economic Report to the Congress, the President proposed a "full employment budget." This innovation in budgetary practice con templates increased Federal spending to promote greater economic activity. The ad ditional federal expenditures are measured in terms of the revenues which would be received if "full employment" were a genuine reality. While this device is expected to result in an actual deficit of more than $11 billion, it is hoped-and firmly expected by the administration ~ that this increased federal spending will accelerate an economic recovery. Another part of the President's message requires the cooperation of the Federal Reserve System in influencing lower interest rates to the point where credit may be expanded and an adequate supply of money may be provided to meet the needs of an orderly expansion of the economy. The President has issued a warning to Congress to avoid the temptation of excessive Federal expenditures which might be inflationary. Also, he intends to use the power of his office to restrain inflationary wage and price increases. In an additional an nouncement, the President charged the Internal Revenue Service to approve accelerated depreciation allowances on investments in plant expansion and new equipment. This device has been employed successfully before, and is expected again to spur in dustrial activity.' While these proposals bear directly on federal actions which the President recom mended other proposals such as (a) reform of the welfare system, (b) revenue-sharing, and (c) restructuring of the federal government, also are intended to improve the national economy and to augment the real income of the working men and women of America. All of the President's proposals will come under close scrutiny. Many objections will be raised to each of them, and it is doubtful that the entire How Can lI ? i By Anne Ashley Q.
