Ropp reported last week He said receipts at farm markets totaled $2,699.6 million, compared to $2,703.0 million in 1969. Government payments to Illinois farmers were $28.8 million less in 1970 than in 1969, he added. Government payments added to value of home consumption, rental value of farm dwellings and cash receipts in 1970 add up. he explained, to a $3,005.8 million gross income for far­ mers. This is an average of $24,000 per farming unit in Illinois of $8,000 gross income per farm resident. IIS URGESREFORM Gov. Richard B. Ogilvie, at the National Governors Con­ ference in Puerto Rico, urged chief executives to promote reform in the system of auto accident reparations, saying state governments are better suited than the federal government to respond to such needs of the citizens. Describing Illinois' new "no- fault" insurance plan, Ogilvie said: "Americans have lost confidence in a system which demands immediate payment of premiums but which forces them to wait months, and even years, before they can collect payments to which they may be entitled."
