The Law Serves You 18 Years Is Still Under 21 According To Illinois Law Illinois has made a number of changes in its law which enhance the legal status of 18- vear-olds but there remain some important prohibitions affecting persons under 21, according to the Illinois State Bar association. Beyond that, recent changes in Illinois law provide that the 18-year-old male, like the 18- year-old female, shall be considered of "legal age" as this applies to the right to hold property, execute contracts and to remove himself from the parental home and control if he chooses to do so. The 18-year- old female has had these rights for some time under Illinois law. At the same time, Illinois lawmakers have left un­ changed the old restrictions affecting marriage by a male under 21 and the sale of alcoholic beverages or the issuance of a driver's license. Thus, even though a female may marry at age 18 without parental consent, a male still must wait until he is 21 - although he may marry with parental consent at age 18. Any person-male of female-- who buys an alcoholic beverage in Illinois must be at least 21 years of age on penalty of a $50 fine, or jail term of 10 days to one year or both. And any driver's license application from an unmarried person under 21 must be accompanied by the signed consent of a parent. Moreover, withdrawal of consent means cancellation of the license. The ISBA says some con­ fusion has arisen because of an amendment to the Illinois Probate Act reducing legal age of males from 21 to 18 to be equal with that of females "for all purposes..." Essentially, the Recent crimes of violence with firearms, including the attempted assassination of Presidential candidate, Governor George A. Wallace, have produced new pressures in the Congress to enact gun control legislation. While such legislation would not, of course, eliminate violent crimes or prevent most murders, measures directed toward controlling the use of small arms would appear to make good sense. Last year's record of more than 9,000 murders by guns, coupled with an estimated 100,000 other crimes committed with firearms, indicates that some effective legislation would be useful in identifying the sales and transfers of small arms. It would also facilitate the ap­ prehension of those individuals who use pistols and revolvers in the commission of their crimes against society. This member of Congress first proposed handgun legislation in 1968. The measure had the active support of the late J. Edgar Hoover, Director of the FBI, as well as the In­ ternational Association of the Chiefs of Police and other ISBA says, the change means "for all purposes" of the Probate Act and even in that respect there is an exception, since the 18-year-old remains a minor as to gifts of cash, securities or insurance proceeds made to him under the Uniform Gifts to Minors Act. The Probate amendment is not a blanket bestowal of all majority rights upon 18-year- olds as some people have believed, the ISBA says. Finally, in the case of a divorce, the parent who is required to make payments for the support of a boy will find that this obligation may now be terminated at age 18, unless the child is continuing his ^education, in which case a *%ourt may order that the support be continued, perhaps including the expenses of a college education. This rule has always applied to girls upon reaching age 18 but, previously, support payments for boys ordinarily continued to age 21. There is relatively little demand for handguns on the part of sportsmen and hunters; c o m p u l s o r y h a n d g u n registration would not interfere with the freedoms which such sportsmen treasure. Efficacy of handgun registration has been demonstrated suc­ cessfully in those states which have such a requirement. Moreover, in Canada, Britain, West Germany and France, where individual freedom is cherished by most citizens in a manner comparable to the United States, a permit must be obtained bfore a handgun may be purchased. Americans have been acquiring firearms - including small arms - at record rates. However, not until violent attacks - such as the recent Maryland incident involving Governor Wallace -- occur, does the public demand action. With anywhere from 15 to 30 million pistols and revolvers in the hands of both law-abiding and law-breaking Americans, law enforcement officials race a virtually impossible task in anticipating where the next armed attack might take place. A sensible and certainly modest requirement would be registration of the purchase and transfer of small arms. Quite obviously, juveniles, the mentally deranged, and criminally-oriented individuals would be denied the right to register a firearm. These minimum provisions appear to be essential elements of any organized society. Such basic requirements would reassure the law-abiding members of our society, including political candidates and public office holders, that this nation does indeed respect justice under law. The Senate Judiciary com­ mittee has conducted some llearings on current gun control legislation. This member of Congress has reintroduced his bill which was defeated at the 1968 session - and the House Judiciary committee has scheduled hearings on the measure later this month. I? More than 600 engineers have become acquainted with the uses of NASTRAN since it was first made publicly available in November, 1970. The computer program is now considered indispensable by many design and struc­ tural engineers, who esti­ mate that two-thirds of the projects in which it has been applied would not have been attempted without it. To remove accumu­ lated self-polishing waxes, use one of the commercial wax re­ movers on the market that re­ quires mixing with hot water. These cleaners are to be used on hard surface floor coverings, such as printed or inlaid linoleum or vinyl plastic. They are not recommended for wood floors. To prevent an accumulation of wax, use a remover about twice a year. Clean only small areas of the floor at a time. The cleaning solution should not dry on the floor before it is wiped up and the floor rinsed. Also, it is not necessary to ap­ ply wax all the way to the base­ boards with each waxing. Since there is little wear along the wall, components under stress and a time saving of two-thirds in achieving such calcula­ tions. Similiar savings in time and effort have been re­ ported by most industrial users. Firms using the new analysis program predict many improvements in pro­ duct safety, reliability, and quality, as direct benefits. A survey of 23 users out­ side the space agency indi­ cates that assistance pro­ vided by computer program has already saved them more than 2.5 million in start­ up costs and other expenses associated with usinp the computer program. appUcation of wax to within 12 inches of the wall usually is quite sufficient. A ham can be kept unopen­ ed in the refrigerator for several months. What if company doesn't materialize? No problems - that ham will make a fine family meal with leftovers for satisfying sal­ ads and hearty sandwiches.
