According to Kucharski. the special plate would feature the in­ ternational wheelchair symbol and up to five digits. This plate would enable handicapped persons to park for unlimited periods wher­ ever normal parking is allowed, and they would be exempt from parking meter requirements. "Only handicapped persons with vehicles registered in their name would be eligible for the special plates after they had submitted a certified statement from their physician along with their appli­ cations," Kucharski stated. He said disabilities would in­ clude permanent loss or use of one or both legs, one or both arms, or any other disability which would render an individual unable to move without the aid of a wheel­ chair or crutches. Kucharski explained that legis­ lation would be required for such a program. He expressed confi dence that the Illinois legislature would support it. Kucharski has recommended placing vital medical data such as blood iype, drug allergies, and spe­ cific ailments, on drivers licenses as a means of saving lives in an emergency.
