The accident oc curred Saturday afternoon about 12: 15 at the intersection of Route 31 and Ames road, south of McHenry. The Gagnon vehicle was northbound on the highway when the car in front of her stopped because three mules were in the road. As she stopped her vehicle, she was struck by the Leigh auto. Leigh said he was driving behind Gagnon's vehicle when he was distracted by the mules. When he glanced back, he was unable to avoid hitting the vehicle which had stopped in front of him. This year, the county general fund has run short of money due to loss of tax collection fees under the new state constitution. At the same time, the state health department promises to cut off state and federal grant money to all but referendum depart ments in two to five years. While the size of the health department staff is frozen due to these fund shortages, need and public demand for health department services continue to grow. All needs will not be met in the present situation. Faced witfe. this financial squeeze, thelSbard of health has decided to seek public approval of a referendum to be held along with the November p r e s i d e n t i a l e l e c t i o n , establishing the health department by referendum, with its own tax levy of not to exceed .1 percent of assessed valuation of taxable property. This referendum will change the health department's status from that of a resolution department to a referendum department, and change the source of funding from general fund appropriation to ear marked levy. All other aspects of the board and department of health will be the same as they are now. The thinking of the board of health is that going to a referendum department with an earmarked tax levy is the best way to carry out its responsibility of protecting and improving the public health in McHenry County. Patients often can go home in three weeks. In six weeks, and with the new joint up to a 90- degree bend, a patient can put on and tie his shoes and pick up objects from the floor. Therapy exercises include backward kicks and kicks out to the side of the body, but with a careful watch toward avoiding hip dislocation. Therapy also includes putting a measured amount of weight on the new joint and increasing it as progress is made toward training and strengthening the muscles.
