This accreditation is based upon a program paper that was submitted by each village director and is most important. It makes the villages eligible for federal matching fund programs, participation in the drawing of federal surplus property, and in the event of a disaster, federal money for rebuilding. John J. Shay of McHenry, director of Civil Defense in the county, when awarding the certificates stated that the local directors have much work ahead of them. The newly created Defense Civil Preparedness agency of the federal government has been charged with providing preparedness assistance planning in all areas of civil defense and natural disaster. This same responsibility rests with the local director in his city. Shay re-emphasized that civil defense is not a separate organization of local govern­ ment standing by ready to save the day in the event of a disaster. CD operations occur when local government responds to an emergency that takes on other than day to day operations. The volunteers of CD are being trained to assist the local government "depart­ ments and will be under their instructions. Accreditation certificates were awarded to the following cities under 5000 population; Algonquin, Cary, Fox River Valley Gardens, Hebron, Huntley, Island Lake, Lake in the Hills, Lakemoor, Marengo, McCullom Lake, Oakwood Hills, Richmond, Spring Grove, Sunnyside and Union.
