Howlett, Secretary of State, urged passage of legislation for a state identification card for-ajl citizens Who request it.. i ^ He supported a proposed "Illinois Identification Card Act" sponsored by State Rep. John Merlo in the state House of Representatives. It would authorize the Secretary of State to issue I D. cards to every applicant, without regard to age and without regard to whether the applicant is a licensed driver. "The state should provide an identification card, similar to a driver's license, for the blind, the crippled, the aged and others who don't drive a car," said Howlett. "A driver's license is more than a permit to drive a car. It is the principal means of identification for Illinois citizens. "Anyone who tries to cash a check in a grocery store or a bank may be asked to show his driver's license. It has more descriptive detail than a voter's registration card or Social Security card - height, weight, sex, color of hair and eyes, and date of birth.
