Dial Tone First pay telephones provide dial tone before any coins are deposited - allowing those caught without any change to reach the operator for emergency help or to place a collect or credit card call. "Watch for the Dial Tone First stickers on McHenry coin telephones," Bell Manager Stan Jozwiak advises. Illinois Bell employees have begun converting McHenry's pay telephones to "Dial Tone First" according to Bell manager, Stan Jozwiak. Just as the name indicates, "Dial Tone First" telephones provide dial tone before a coin is deposited. Persons using a new "Dial Tone First" phone will hear a dial tone as soon as they lift the receiver, before depositing a dime or nickels. The dial tone indicates the phone is working properly. The customer then deposits the coins and makes the call. For anyone caught without^ the correct change, however, the operator may be dialed to place a collect, credit card or bill-to-third number call. The operator is also available to assist in an emergency. "There are two prime ad­ vantages to 'Dial Tone First,' " Jozwiak explained. "First, the customer will know that the phone is working, when he hears the dial tone. This way, no one should lose his dime in an out-of-order telephone. "Second, the caller can reach an operator from a pay phone without a dime, whether to get emergency help or to place an operator-assisted call." The changeover to "Dial Tone First" will be complete by the end of the month. As phones are changed, they are being identified with a blue and white sticker which in­ dicates they are "Dial Tone First" telephones. Jozwiak urged customers to look for this sticker and read the instruction card before placing a call from a coin telephone. Scott hailed as a "victory for the people of Illinois" the U.S. Supreme court decision upholding Scott's contention that abolishment of the personal property tax on individuals is Constitutional. Attorney General Scott went to Washington, D.C. Jan. 15 of this year to personally argue before the U.S. Supreme court his request that the high court void an Illinois Supreme court ruling that the 1970 referendum ending the tax on individuals conflicted with the federal Constitution. Illinois voters . over­ whelmingly approved the referendum abolishing the personal property tax on in­ dividuals in November of 1970. however, the Illinois Supreme court subsequently held the voters' decision invalid on the grounds that the exemptions applied only to individuals and not to corporations as well. The Illinois high court held that this violated the equal protection clause of the 14th amendment of the U.S. Constitution. Attorney General Scott, in his argument before the U.S. Supreme court, pointed out that corporations enjoy certain benefits under the law which are not accorded to individuals. These include limited liability and continuity of existence. In the latter case, property of individuals, at their death, must go through probate, but corporate property does not, the corporation continuing merely by a transfer of stock. In the spring of 1972, Cook County Circuit Court Judge Thomas C. Donovan im­ pounded funds collected from individuals for personal property tax and ordered that they be held by the county treasurer pending the outcome of Scott's case before the U.S. Supreme court. Subsequently, all other Illinois counties also im­ pounded the personal property tax pqid by individuals awaiting the outcome of the U.S. Supreme court. CPA Rank To William Wines Good news arrived from Springfield last week for William Wines, when he was notified that he is one of the youngest recipients in the state of Illinois for the title of cer­ tified public accountant. He passed the examination on his first try, which is a rare oc­ currence. Bill, a 1968 graduate of Marian Central high school, Woodstock, is the son of Mr. and Mrs. Leo John Wines of Wooded Shores, Wonder Lake. He received his Bachelor of Science degree in Business Administration from Northern Illinois university in June, 1972. He is presently employed in DeKalb. On June 9, Bill will marry Miss Mary Ann Spalding of Wooddale, at Newman Center's Christ, the Teacher church, DeKalb. Miss Spalding is a Junior in the School of Nursing at NIU. Interior Secretary Morton Announces Expanded Johnny Horizon 76 Campaign Secretary of the Interior Rogers C. B. Morton has an­ nounced completion of the ex­ pansion and redesign of the nationwide, environmental ac­ tion campaign, Johnny Hori­ zon '76. With the goal to "Clean Up America For Our 200th Birth­ day," Johnny Horizon '76 ap­ peals to all citizens to embrace an "I'll help, too," attitude to prevent litter, minimize pol­ lution and use natural re­ sources wisely. Supported by an Act of Con­ gress, Johnny Horizon '76 is an expansion of a program launched in 1968 by Interior's Bureau of Land Management. It became part of the Office of the Secretary of the Interior in July 1972. On October 1, 1972, Andrew F. Wahlquist, formerly of U.S. Steel Corpor­ ation, was named national co­ ordinator of the program. Several government agencies have joined the Department of the Interior as cosponsors of Johnny Horizon '76, and to date there are more than 1500 other sponsors. They include c h a m b e r s o f c o m m e r c e , schools, churches, youth groups, and conservation, civic and commercial organizations. Citizens have responded to the campaign with a wide range of on-the-ground, action projects such as cleanups of i n n e r - c i t y a n d s u b u r b a n streets, homes, rural and rec­ reation areas, beautification projects, conservation efforts and the establishment of re­ source recovery centers. In announcing the cam­ paign's expansion, Secretary Morton said, "There is no greater challenge today than the challenge to clean up and protect the environment. Bush elementary' school, called to order by the president Jeff Boyer. The 4-H pledge was led by Ted Weber and the pledge of allegiance by Karla Myers. Nine members were absent and forty-four present. Old business concerned the bake sale. New business was discussed "People to People", a bake sale in April and further plans including for Share-the- Fun. Talks were given by Betty Lang on "Horsey Hardware", Andria Akins on "Leather" and Allison Boyer on "Elements of Having a Good Picture". After working on Share-the- Fun, refreshments were ser­ ved.
