Motorists please note the speed limit sign posted on East Lane, there have been far too many speeders on this short street, thus the reason for the sign, it will be enforced, I am told. Scott has held that Sheriffs, though elected under the old Illinois Constitution, can now succeed themselves in office. Scott issued that official opinion to State's Attorney James M. Carr of DeKalb county. Under the former Con stitution of 1870. sheriffs could not serve a second consecutive term. Scott advised, however, that the new Illinois Con stitution contains no such prohibition and he noted: "It has been held that the adoption of a new Constitution repeals and supersedes all the provisions of the older Con stitution not continued in force by the new instrument." Scott's opinion concluded: "The fact that he (Sheriff) was elected while the old Constitution was in effect, would not, in my opinion, preclude him for succeeding himself now. The 1970 Con stitution, as mentioned, does not prevent anyone from succeeding himself. Had the new Constitution wanted to prevent the present sheriffs from succeeding themselves it could have so provided."
