(DON PEASLEY PHOTO) Retarded Unit Opens Community Living Facility Financial difficulties have clouded the expanding programs under the respon sibility of the McHenry County Association for the Retarded, Robert Lambourn, executive director, told 125 persons at the annual meeting in Woodstock locf WPPk Lambourn said the com bination of growing number of persons turning to the organization for help and the cutback in funds from the state and federal governments has intensified the financial problems. "The financial burden is being placed increasingly on the local community because of the change in priorities ordered by President Nixon and Governor Walker, respec tively," he said. Lambourn said in his opinions this would be a setback both for the people being helped and the com munity well-being, because current programs are providing significant help to many, people. Specifically, the McHenry County Association for the Retarded served twenty-five people from 3 to 16 years of age in its Day Care program. These are children so severely han dicapped they cannot be served by the Special Education district, which has been established by county school districts to aid the han dicapped. In addition, the association has served a total of 64 adults (persons over 16) with a current enrollment of fifty-five in its vocational rehabilitation program. In this program, people are given work, taught skills, given help in social adaptation and taught how to take care of themselves insofar as they are capable--to be able to live independently after patient training and guidance. Those in the Day Care program are described as "severely-profoundly multiply handicapped." One bad aspect of the financial crisis is that a program to help children from birth to 3 years of age has been stalled. Lambourn told guests at the annual meeting that the organization will not be able to implement the 0-3 program during the present fiscal year because of the financial crisis. One new program which has been in the planning and development for many months began May 1, Lambourn told the audience. The Community Living Facility has been established at Woodstock in the building formerly occupied by Sisters near Marian Central Catholic high school. The 24- hour-a-day care program for handicapped adults has been set up for 20 people, and nine people are living at the center now. "Aim of this program is to provide a rehabilitation process with the goal of making it possible for these people to live independently within their community," said Lambourn. "Dr. Crane," he groaned, "patients often moan about high medical fees nowadays. "But they have indirectly produced them. 'For here in California one medic out of every 6 gets charged with malpractice by some patient! "And the amounts may be exorbitant! "Why, one of my colleagues was thus sued for half a million dollars because of an un fortunate reaction to a simple polio shot. "Yet it wasn't the doctor's fault at all for, as you know, every once in a blue moon a patient may react abnormally, despite perfect medical care. "However, these zooming awards by the courts have forced the medical insurance companies to charge us medics $5,000 to $7,500 premiums on malpractice insurance. "As a result, many doctors don't care to handle patients except for a limited number of wealthy clients. "That's why they hesitate to stop and offer aid, even to auto accident victims, lest they may have a half million dollar suit slapped on them. "Besides, when a patient goes to the hospital, his surgeon now must see that he is given dozens of tests and expensive X-rays, lest later he may be sued and charged with negligence for omitting some minor test that was even irrelevant to the patient's apparent trouble, anyway. "Dr. Crane, since you are a medic and influence millions of laymen daily via your syn dicated column, can't you help warn the public that they are indirectly the cause of our higher medical fees?" LEGAL"HORSE SENSE" Dr. Jason's remarks may be surprising to you laymen but are well understood by all physicians and dental surgeons. Maybe it is time to set a standard top limit for legal awards, such as $25,000 for loss of life. This would not only help reduce health charges everywhere, but also lower automobile insurance rates, too. Many a talented doctor who has been "burned" by a former suit against him when he stopped to aid an auto injury case, now refuses to do so any more. "Dr. Crnae," he may say, "why should I try to help an accident victim and get sued for half a million because the ambulance attendant left my tourniquet on too long, after I had sent the patient to the local hospital?" Also, compensation claims against railroads, airlines and private factories are also often exorbitant. Recently a man, aged 50, gained an award of almost one million dollars for loss of both legs, yet he was probably at fault, though he claimed a shunted freight car was sent down his track. That was a normal hazard of his job! If he had slowed down his own reaction time by consuming a couple of beers for lunch, why penalize the em ployer so outlandishly? Besides, men can still work with artificial legs. And he had only fifteen years more before compulsory retirement! So let's have more "horse sense" injected into the legal field!
