RAGE 22-PLAINDEALER-FRIDAY, JUNE 1, 1973 The Law Serves You Stiffer Penalties Ahead For Traffic Violators Illinois is about to crack down on motorists who commit three moving traffic violations within a 12-month period and those who are convicted of driving while under the influence of alcohol or drugs. According to the Illinois State Bar association, new rules which call for longer suspen sion or revocation of licenses of repeat offenders now are being formulated by the Secretary of State's office in an effort to curb highway fatalities and injuries. In 1972 , 2,254 persons were killed and 163,000 persons were injured in traffic ac cidents in Illinois. In particular, the Secretary of State will deal more harshly than in the past with drivers who are convicted of three moving violations within twelve months, especially if the offenses are serious ones such as reckless driving, exceeding the posted speed limit in a school zone and other speeding violations. Previously, the driver con victed of three moving violations in one year could expect his license to be suspended for from two to four months. In the near future, depending upon the nature of the violations, his license may be suspended for up to six months. If it is the driver's second experience as a three- time offender, his license may be suspended for a year and for a third time, his license may be revoked. The driver whose license has been revoked, must wait for at least one year before applying to the Secretary of State for reinstatement of his driving privilege. However, any person whose license is suspended or revoked may appeal to the Secretary of State .for a restricted license if necessary to enable him to continue his gainful employment. Under Illinois law, the license of a person convicted of driving under the influence of alcohol or drugs is automatically revoked for one year. As part of the crackdown, the Secretary of State may revoke for two years the license of a person convicted for a second time of driving under the influence of alcohol or drugs and may permanently revoke the license of a three-time offender. The ISBA said surveys show that the majority of highway fatalities and injuries arise from accidents involving - , - HEAD DAIRY PLANS - John Pfingsten, Ridgefield dairy farmer, left, and Gordon Jones, Harvard, new secretary-treasurer, lead plans for the McHenry County Dairy Promotion council's June Dairy month activities. Does your child get carsick on long trips? Maybe it is because he has a minor astigmatism of the eyes. Recent tests made in Nebraska showed that as many as 60 to 70 percent of carsick-susceptible children had astigmatism, reports the Illinois Society for the Prevention of Blindness. This causes a child to force his eye muscles to try to adapt to the quickly passing scenery with very rapid motions. Prescription eyeglasses may help clear up the car-sickness, according to the report. In general, you may use the installment method for the sale of rt*al estate if: 1) the buyer agrees to make two or more payments in two or more of your tax years and 2) the col lections, if you receive any, in the year of the salet do not ex ceed 30 percent of ^he selling price. You should make the election to use the installment method in your tax return for Q. I'm selling some real estate in a few months, probably at a big profit. I want to spread the payments I will receive over several years to avoid one big tax bill. What should I do? A. You may use the installment method of reporting income to relieve you of paying tax on income that you have not col lected. Under this method, you include in your gross income only the portion of each collec- the year of the sale. For more details, see IRS Publication 537, "Installment and Deferred Payment Sales." It's available free by writing 'your Internal Revenue district office. Q, Last year I filed a withhold ing exemption certificate so I wouldn't have to have tax with held from my pay. Do I have to file a new one to be exempt from withholding this year? A. Yes. Withholding Exemp tion Certificates (Form W-4E) must be filed ^annually. So if you did not owe any tax last year, expect to owe none in 1973, and file a new Form W- 4E with vour employer, you will be exempt from income tax withholding throughout 1973. Remember, if tax has al ready been withheld from your 1973 pay, you must file a tax return next year to have it re funded. Q. When will I receive my re fund check? A. It normally takes six weeks, but it may take longer if you mailed your return near the April 16 deadline. Delays will also occur if the return is in complete or inaccurate. If you have not received your refund or a letter explain ing the reason for the delay within 10 weeks after mailing your return, contact your local IRS office or write the IRS of fice where you filed your re turn. Give all details including your social security number, current address, and the ap proximate date the return was filed. Q. Does the Internal (Revenue Service pay interest to the tax payer when it is late in issuing a refund? A. Yes. However, the IRS has 46 days from the due date of the return or the date of filing, whichever is later, to issue a refund without payment of in terest. If it takes longer than that, interest at an annual rate of 6 percent from the due date or the date of filing, whichever is later, is added to the refund.
