ROAD RIGHT OF WAY The cutting of the road-right- of-ways should begin this weekend. We ask that all items such as bicycles, children's toys, etc., be removed from the right-of-ways. Separation of Church and State...and not let complacency seep in. "This is a verbatim excerpt from The Phoenix, Arizona Republic News, March 15, 1973. " 'Bill Giving Tax Break To Parents Of Parochial Students Advances'. x 'The House Education committee yesterday cleared a controversial bill creating a state income lax credit for parents of parochial and private school children in Arizona. " 'The committee passed the measure on voice vote (it was reported 7-5 in favor of the bill) after rejecting an amendment to allow the people to vote on the matter.^ " 'Rep. Gladys Gardner, R - Prescott, said she believes the bill will be cleared by the Ways and Means committee next week and probably will pass the full Hriuse by a narrow margin. " She said she would not be surprised if the people are asked to vote on the idea in 1974 through an amendment added during floor debate by the full House. " 'The ballot proposal was made by Rep. Jack Brown, D- St. John's, who said 'an issue this hot is one of state-wide interest. The people have a right to either vote on it or not'. " 'But his idea was opposed by Rep. James Sossaman. R. - Higley. " 'This kind of an issue could rip communities apart and turn neighbor against neighbor' he said...Brown's proposal was defeated on a 6-5 vote. " 'The committee did ap prove two amendments to resolve concerns expressed tw o weeks ago. One would require the Attorney General to file suit to test the measure's legality before next September, and gives the State Supreme court direct jurisdiction to rule ov, the question without going through lower courts. " 'The other amendment makes it clear that the measure would not take effect until the Supreme court rules, but in no case earlier than in 1975 on 1974 taxes. " 'Parents would not get the full $100 credit if they do not pay" $100 in taxes, sponsors explained. An hour long discussion preceded the vote. Most of the speakers strongly opposed the measure'.
