Walker Senator Jack Schaffer, (R- Cary) has accused Governor Daniel Walker of attempting to "systematically destroy" the state civil service system. Senator Schaffer serves on the Senate Pensions and Personnel committee which will convene hearings to ex­ plore the Walker ad­ m i n i s t r a t i o n ' s o r d e r abolishing merit employment in thirty-four different job classifications. "This is just the latest in a long list of actions that have been taken by Governor Walker to turn Illinois government back into a political patronage zoo." Senator Schaffer said. "Since he came into office in January, Walker has laid off nearly 1,400 civil service em­ ployees, many of whom were in positions that are now being removed from civil service protection. Governor Walker apparently wants to replace all those people with his own in­ dependent political army." Schaffer pointed out that some of the job classifications Walker has removed from civil service were placed under the personnel code as far back as seven years ago. He also noted that since Walker took office, about 12,000 new state employees have been hired, nearly 55 per cent of whom were not required to take merit examinations. "In September the depart­ ment of personnel quietly rescinded the right of subpoena for employees seeking appeals from their layoffs, and on Oct. 31 the state Civil Service commission, which is con­ trolled by Walker appointees, announced it would no longer accept appeals on cases arising out of layoffs.
