Federal Excise Phone Tax Rate Dropped Jan. 1 The federal excise tax rate on telephone bills dropped 1 per cent Jan. 1, 1974, Illinois Bell said this week. The new tax rate, which is applied to both monthly service and long distance calls, will be 8 per cent. Federal excise taxes came into being as an emergency, temporary measure about the time of World War I and have been on the books ever since?^ The tax rate reached a peak during World War II, and stayed at a high level for years thereafter. In 1970, Congress passed the Excise, Estate and Gift Tax Adjustment act which called for the gradual reduction of the tax. The first -step in that reduction came in 1973 when the rate dropped from 10 to 9 per cent. Barring any further changes in the law, the tax is scheduled to decline one per cent a year until its complete elimination in 1982. Earl Pomrening, McHenry, recently made an initial pur­ chase of two registered Ayr­ shire females from Fritz Loeb, Elgin, according to the Ayr­ shire Breeders' association secretary, David Gibson, Jr., of Brandon, Vermont. The transaction was recorded in the national office of the Association, where complete registry records on all purebred Ayrshire dairy cattle in the United States have been maintained since 1875. ASK GAS RATE HIKE Northern Illinois Gas com­ pany has filed a request with the Illinois Commerce com­ mission for tlje first general rate increase in its 20-year history, according to C.J. Gauthier, chairman and president. A 14.9 per cent hike in gas rates is being sought by NI-Gas ot offset adverse effects of the energy shortage and spring operating and financial costs, he said. Some $35 million of additional annual revenue is being requested, with an added $38 million for the resulting higher taxes. The proposed $73 million rate increase would raise the average monthly bill by about $2.75 for the typical residential heating customer. Expect Qukk Action On Some Fare Reductions * Looking to the upcoming 1974 General Assembly session, Attorney General William J. Scott said he expects quick legislative action to reduce fares for school children and the elderly in the public tran­ sportation districts of Illinois. Earlier this year, Scott said, the Legislature appropriated such funds to the Department of Transportation for fare reduction grants, but the grants were found to be without statutory authority. Another attempt was made in the fifth special session of the Legislature and while the Senate approved the fare reduction grants, the House failed to consider the measure. Scott said that after con­ ferring extensively with the legislative leadership, State Comptroller George Lindberg, and the Department of Tran­ sportation, he expects a con­ centrated effort to bring about the fare reductions in the early hours of the 1974 legislative session, with passage of the measure perhaps as early as April. } An RTA "YES" committee is being formed in McHenry county to work for passage of the Regional Transportation Authority referendum in the March 19 primary. Dan McNulty of McHenry said the bipartisan group will provide facts to show why the RTA is necessary for the economic growth of McHenry county and its citizens and will counter information being spread by its opponents in the county. McNulty continued: - "First off, the RTA plan is NOT a Democratic proposal as one of its opponents has been implying in his press releases. The RTA bipartisan com­ promise is as much the product of the Republican legislative leaders, House Speaker Robert Blair and Senate President William Harris, as the governor and the mayor of Chicago. Moreover, it guarantees that two-thirds of all the money collected in McHenry county will go to buy buses and trains for use in the county. An RTA cpuld provide three bus routes in McHenry county: "A bus route along highway 120 connecting Woodstock and McHenry with Waukegan and Lake county communities. "A bus route along highway 14 connecting Harvard, Woodstock, Crystal Lake, Fox River Grove and Cary with Barrington, Palatine and cities in toward Chicago. McNulty said an RTA could also stabilize fares" on the North Western and provide more train service. "Faced with the virtual certainty of gas rationing and the likelihood of gas costing up to a dollar a gallon, mass transportation ,jnay very well be the only way in the future for many working people in McHenry county to get to their jobs and people on limited incomes to get around," he continued.
