Consumer Forum : H\ Illinois Attorney iJeneral , William J. Seott 5 In my last column 1 listed five "fraud traps" and promised to list five more in this column. Again, I urge you to resolve, at the beginning of 1974, to beware of these traps every time you make a purchase or sign a contract. To be forewarned is to be forearmed! Ten Ways to Avoid Fraud (continued) - New Year's Resolutions, You Can't Afford NOT to Keep! 6. Home Repairs Much the same advicie js applicable in home repairs as in auto, repairs." Know, your contractor, get estimates and itemized bills in writing, and check for quality and guarantees. However, beware of the "free inspection." Ih this scheme, a representative is sent to your home to "inspect" your fur nace, roof, chimney, etc. If the "inspector" finds nothing jvrong. you are told, there will be no charge. However, in many eases, the next thing you know, you're signing a contract foV the "inspector's" company to install a complete new furnace, roof, or whatever. Maybe you did need the item. But there's a good chance you didn't. In home repairs, as in many consumer areas, it's usually better to deal with a local contractor whose reputation is known in the community. 7. Door to Door Sales If it sounds too good to be true, it probably is! There are some very honest people who make their living by selling door to door. But beware! There are many dishonest people who do the same. The most important thing to remember with any door to door sale is that you have three days to change your mind. Braking Distances FROM 20 MPH 1 4 9 f t . REGULAR SNOW TIRES REGULAR ON DRY TIRES l I I \ / I \ / | . \ STUDDED SNOW TIRES \ REINFORCED\ \ TIRE CHAINS \ ON GLARE ICE AT 25°F. Can you stop in time? This chart, prepared by the Safe Winter Driving League, summarizes results of stopping distance tests conducted by the National Safety Council's Committee on Winter Driving Hazards at Stevens Point, Wisconsin. Comparing various types of tires and chains on Ihe rear wheels, these tests have disclosed that conventional snow tires are of no help in stopping on glare ice. Studded tires, on the other hand, reduce braking distance by 19%, and reinforced tire chains by 50%. Pointing out that with regular tires the stopping distance on glare Ice may be nearly nine times the normal, dry pave ment distance, the League reminds motorists that far slower than normal speeds are a must when driving on icy pave ments. I'nder Illinois law. ynu have three business days to cancel or rescind a contract -- with full refund of jfny monies paid -- for any item of $2.r>.<X) or more, purchased as the result of an unsolicited call at your residence. Though Illinois statutes will tell you a telephone call to the company is all that is needed, I would recommend that you send a registered letter with return receipt* so that you will have _ permanent evidence of your cancellation should any problem arise. 8. Recreation Land Sales There have been a wide variety of schemes connected with recreation and retirement land sales, ahd the State of Illinois is cracking down hard on unscrupulous dealers. But I would offer these cautions. See the land you are thinking of buying. Many companies offer to fly you to the plot for an on the spot inspection. This sounds good, but be sure who is paying for what before you pack. Often the only thing that ends up free is the wining and dining sales party. If you do go, be sure the land you see is actually the land you're buying, not something "similar but a little more developed than your plot." And be sure there' is proper drainage, sewage, gas, elec tricity, access roads, water, telephone lines, and all the things one would need to live. The picture may be pretty, but if you have to buy a jeep, dig your own well, burn candles, and get a carrier pigeon, you may not be too happy with your purchase! 9. "Easy Way To Earn Money At Home" There is rarely an easy way to earn money at home. Most schemes require you to buy something in order to earn. And then, after you've purchased the materials, you discover | there is either no market for what you produce, or you are told your efforts are "not up to company standards." 10. Vanity and Quick Cures Be aware that no known product or service can grow your hair; make you taller; remove wrinkles; develop your bust; or reduce your weight by massages, creams, belts, girdles, or sweat baths. And, if you are worried about your health - see your doctor^ Don't take chances on quack medicines or mail-order cures!
