He felt that the money would be well spent in helping to keep these smaller municipalities well patrolled, and suggested that if the money should not be forthcoming from a grant it would need to come from county funds. Tyrrell said the men on duty are hired for only the one year. Informational material on the flood insurance report was distributed as it pertains to unincorporated areas of the county which have been cer­ tified by H.U.D. (Department of Housing and Urban Development) as eligible. Coverage will be available Jan. 15. Policies purchased prior to Feb. 15 will become e f f e c t i v e i m m e d i a t e l y ; thereafter there will be a fif- - teen-day waiting period. 4 A discussion was held con­ cerning the Sanitary Landfill committee public meeting in which members reviewed a technical report of work done during the first phase of a two- phase feasibility study on the solid waste disposal problem in the county. Since that time, the com­ mittee has been approached by someone advocating an in­ cinerator system which can be seen in Chilton, Wis. It was explained that the system is in operation from eight to ten hours a day. In the morning, metal is removed and the residue is used for road beds. Member Thomas Huemann of McHenry questioned why an engineer had been hired to determine the land fill aspect of solid waste disposal only at a cost of more than $3,000. Chairman Walter Dean said the committee felt it was better to complete this study first, with the possibility that maybe it might be combined with other disposal methods when a final decision is reached. Member Richard Klemm noted that he had heard that some members were excluded from the recent Land Fill meeting. Mrs. Phyllis Walters verified this statement and said she had not been allowed to sit in on an executive session held for the purpose of discussing acquisition of land. ® Later, it was determined that such meetings must be open to any board member, although voting rights are reserved only for the committee.
