All snowmobiles operating within the City of McHenry, shall be. equipped with: ~ , & A. At least one white head lamp having a minimum candlepower of sufficient in tensity to exhibit a white light plainly visible from a distance ' of at least 500 feet ahead during hours of darkness under nor mal atmospheric conditions. B. At least one red tail lamp having a minimum can dlepower of sufficient intensity to exhibit a red light plainly visible from a distance of five hundred feet to the rear during hours of darkness under nor mal atmospheric conditions. C. A brake system in good mechanical condition. D. Reflective material of a minimum area of 16 square inches mounted on each side of the cowling.« Identifying numbers may be included in computing the required 16 square incn area. sound sup- No E. Adequate pression equipment, snowmobile manufactured after June 1,1972, shall be sold or offered for sale, unless it is equipped with sound sup pression devices that limit total machine noise in accordance with noise pollution standards established pursuant to the Environmental Protection Act. Section 2. Operation Generally. It shalj be unlawful for any person to drive or operate any snowmobile in the following ways: A. At a rate of speed too fast for condtions and the fact that the speed of the snowmobile does not exceed the applicable maximum speed limit allowed does not relieve the driver from the duty to decrease speed as may be necessary to avoid colliding with any person or vehicle or object within legal requirements and the duty of all persons to use due care. B. In a careless, reckless or negligent manner. C. While under the influence of intoxicating beverages or narcotic or dangerous drugs. At any time without at lighted least one lighted headlamp and one lighted tail lamp on the snowmobile. E. Within one mile of any nature preserve. F. On the tracks or right-of- way of an operating railroad. G. In any tree nursery or planting in a manner which damages or destroys growing stock, or creates a substantial risk thereto. H. On private property, without owner i the consent r lessee thereof. e Any request of the landowner or his dufy authorized representative, political subdivision municipality thereof. J.An owner, lessee or oc cupant of premises who give permission to another to snowmobile upon such premises does not thereby extend any assurance that the premises are safe for such purpose, or assume respon sibility for or incur liability for any injury to person or property caused by any act of persons to * whom the per mission is granted. This subs ection shall not apply where permission to snowmobile is given for a valuable con sideration other than to the State of Illinois or any political subdivision or municipality thereof. Section 3. Operation on High way, Streets, Alleys and Sidewalks Prohibited. It is unlawful for any person to drive or operate any snowmobile on any highway, street, alley or sidewalk in the City except as follows: A. To make a direct crossing ver such hie* alley or sidewal or Five Hundred Dollars ($500.00) for each offense. over such highway, street, alk, provided:* 1. The crossing is made at any angle or approximately 90 degrees to the direction of the highway, street, alley or sidewalk, and at a place where no obstruction prevents a quick and safe crossing; and 2. The snowmobile is brought to a complete stop before crossing a highway, street, alley or sidewalk; and 3. The operator of the snowmobile yields the right- traTfic Section 9. All Ordinances, or parts thereof, in conflict with the provisions of this Or dinance, be and the same are hereby repealed to the extent of such conflict. Section 10. This subsection does not apply where permission to snowmobile is given for a valuable consideration other than to this State or anv \ cross a bridge or culvert or when it is im practical to gain immediate access to an area adjacent to a highway, street, alley or sidewalk where a snowmobile is to be operated. Section 4. Operation in City Parks and on Nature Trails Prohibited. It is unlawful for any person to operate any snowmobile in any Citv Park, on any nature trail in tne City, or in any area under the jurisdiction of the City. Section 5. Special Events. Nothing contained in this Or dinance shall be construed to prohibit the City from designating a special snowmobile event. In sucn case the provisions of this Ordinance shall not apply to areas or high ways, streets, alleys or sidewalks > under the jurisdiction of the City. Section 6. Other Prohibitions. No person, except persons permitted by law, snail operate or ride any snowmobile with any firearm in his possession unless it is unloaded and en closed in a carrying case, or any bow unless it is unstrung in a carrying case. No person shall operate any snowmobile emitting pollutants in accordance with standards established pursuant to the Environmental Protection Act. No person shall deposit from a snowmobile on the»snow, ice, or ground surface, trash, glass, garbage, insoluble material, or other offensive matter. Section 7. Owner and Operators Responsibility. The owner and any operator of a snowmobile are jointly and severally liable for any injury or damage occasioned by the operation of such snowmobile. Section 8. Main St. Ph. 385-0294 Art Department Of College Will Expand Schedule The Art department of McHenry County college is offering an expanded schedule of art courses during the spring semester, according to Joe Rybacek, MCC instructor. "We are offering a total of eleven different sections of eight courses this semester. These courses are primarily lab-type courses, but there are two sections of art appreciation offered," said Rybacek-. The art appreciation classes are scheduled from 3-4 p.m. on Mondays, Wednesdays and Fridays and from 7-10 p.m. on Tuesday evenings. Art ap preciation is a lecture class which includes a study of asthetic concepts and their expression in the visual en vironment. It includes basic, problems of line, balance, color, form and rhythm. Both sections are taught by Rybacek. Day and evening sections are offered in drawing and com position (second semester), and beginning photography. Day sections are offered in design (second ^emester), drawing and composition, p a i n t i n g , i n t e r m e d i a t e 4-H NEWS | LINCOLN CLOVERLEAVES The Lincoln Cloverleaves held their meeting Jan. 7 at the James C. Bush elementary school. The project meetings started at 7 and the general meeting began at 7:30. The meeting was called to order by the president, Lisa Newport. photography and painting (second semester). Further information about the Art department at MCC may be received by calling Rybacek at the college. Registration for spring semester classes is going on now through Jan. 28. Classes begin Jan. 28. • The American pledge was led by Debbie Leonard and the 4-H pledge was led by Mary Goetschel. The secretary took roll and there were forty-eight present and ten absent. The treasurer gave his report and the Lincoln Cloverleaves has a balance of $144. The dues are due the next time we meet. The talks were given by Lisa Newport on the State 4-H week, John Vyduna on citizenship, and Betty Lang on how to teed your horse. Joy Vyduna presented the idea for the upcoming Share the Fun.
