Cal Skinner, Jr., „(R-CrystaI Lake) announced his opposition to a proposal to institute a dual speed limit within the state of Illinois. A member of the House Motor Vehicles Committee, Skinner likened the proposal to "giving those rich enough to pay the fines a 'License to speed'." The proposal would officially limit all speed limits to 55 miles per hour, but violators who were under the previous 65 or 70 mph limit would not be cited for a moving violation. In Illinois, after three moving violations, one's driving license is revoked. "In my opinion, the results of passing the dual speed limit proposal would be to discriminate against those who didn't feel they could afford an occasional fine. More than that, it would be giving Legislative sanction for the well-to-do-to ignore the energy saving in­ tention of the 55 mph speed limit proposal," Skinner said. In announcing his position, Skinner indicated that he is operating under the assump­ tion that "the energy crisis is real." "If it isn't, the national g o v e r n m e n t b e t t e r manufacture such a crisis. Certainly, if the people con­ clude they are being hood­ winked on this, the credibility of all governments in the United States will plummet even lower than the present unacceptable level," the fresh­ man representative said. Scott's grandparents, Walter and Pauline Richards, along with my entire family, and approximately twenty guests enjoyed the delicious food and almost hated to cut the pretty, but delicious, birthday cake! Then we were off to Rosemont where my little niece, Christie Anne, had one candle on her delicious cake! Both perform some of the functions that formerly were limited to physicians. These include physical examinations, caring for patients with multiple .chronic problems, and con­ ducting special clinics for patients with hypertension and other diseases. About 30 VA registered nurses have enrolled in nurse practitioner programs of colleges and universities for which the VA hospitals furnish clinical training.
