Howlett, Secretary ofState, will support new legislation to eliminate the need for notary public service in license plate applications. "New legislation recently removed the necessity for notarizing driver's license applications, but Illinois law still requires a notary seal on plate applications," said Howlett. , "The most important documents most citizens ever file with the government are their federal and state income tax returns. Their signatures do not have to be notarized. "In our time, with computers speeding up the process of distributing million sets of license plates a year in Illinois, it is senseless to require return of applications for lack of notarization. Tin the 1973 General Assembly, we supported a bill which would have removed the notarization requirement from all applications under the Motor Vehicle code, but it failed to pass the House. "The elimination of the driver's license application from the notarization requirement resulted from an amendment to a totally dif ferent bill. But we would like to take it off the license plate applications too."
