"We are concerned citizens and we are cognizant of the fact that the area to be served is in need of such a facility and do hope for its early completion, if it does not ^affect, in a detrimental way, the area downstream, namely the area in which we live. "We believe that two considerations are important and that our views must be a part of this plan. "The first regards the quality of the water that is the end result of this disposal system and the method of dispatching it downstream to us. We believe you when you say the quality of water will be better than in the Chain O'Lakes. We do have difficulty in understanding why NIPC wishes to get rid of such quality water by spending hundreds of thousands of dollars to pipe it downstream to us at the mouth of the Fox at Pistakee Lake. If NIPC does not believe in the quality of this water, I can then readily understand why it would like to spend the money. This, to us, is a paradox. "The second, and also an extremely important one is the affect of dumping 24 million gallons of water per day into the Fox river, where it leaves Pistakee bay. If the water were piped upstream, say into Grass Lake, at least the watershed area to minimize the impact of this additional flow on the water level will be increased many, many, times. During times of high water, many of us can't afford an additional quarter inch of water. Remember, NIPC agreed it can afford the pipe. An added advantage to a pipe in another direction will be the ability of the people who are being served to monitor the quality of the discharged water. NIPC won't have to wait for a phone call from us. "TOe Fox river, and the Chain has the reputation of having the largest boat population per acre of water area in the world. This happens because so many people love her and thank God, can afford her. She also, while doing this, carries out wastewater. Let's protect her as best we can. A good way is to follow the golden rule, which starts, 'Do unto others,'. "There must be a solution to this problem, other than has so far been produced. Is the Planning commission so short sighted that while elsewhere in the country, governments are making rivers clean, but in northern Illinois, the reverse may be happening? Have they not heard of the Willamiette river at Portland, Oregon. It's installed tertiary system removes 95 per cent of all impurities and residual solids present no problem - or the holding ponds at South Lake Tahoe, Calif., is totally wastewater ending up in Indian creek Resevoir, Calif. Both are used for recreation, such as boating, fishing, and swimming, water irrigation and many other useful activities. This type of treatment is expensive, but so is devaluation of property and businesses south of Pistakee bay, and the closing of beaches such as ours in McHenry, not to mention the increase in flood potential, and the loss of the several miles of the Fox river as a public recreational area. "A series of holding and' treatment ponds are the only possible way to prevent solids from being injected into our river. The Planning commission has no other choice and the state owns the property north of Fox Lake upon which to do this. „ "Daniel C. Chicago is sure lucky the outlying counties didn't have an individual vote. The CTA has failed economically so now I get to help support a new public transportation system. I will still get to drive myself to work each day. I guess I just can't understand why I, or for that matter, a county that doesn't want to support a failing city transportation system 50 miles away should have to pay. Chicago couldn't solve its own problems apparently, so now we have RTA. "Hie RTA bill says what the RTA can do. Representatives of the RTA are saying what they may do. I never thought the outlying counties would have to bail out the failings of Chicago.
