Dixon and State Senators John Conolly, Phil Rock and Hudson Sours have announced that a resolution will be introduced in the General Assembly which would restrict even-numbered year legislative sessions only to appropriation and revenue matters. - "Hie Legislature is getting bogged down in a political quagmire every year there is a state election," Sours, Rock, Conolly and Dixon said. "There is no reason at all why even- numbered year legislative sessions should not be restricted solely to state money matters with a maximum duration of ninety days. "The cost of state government in Illinois has been rising over the last five years in direct proportion to the amount of time the Legislature is in session and it must stop. ' "Let's give the taxpayers a break and have the Legislature stay at home," Rock, Conolly, Dixon and Sours said. "We can meet on off-years for purposes of considering new laws and taking care of the purse strings. But on even-numbered years we should consider appropriation^ind revenue matters only. At the last biennial legislative session in 1967, the state budget request was $5.7 billion, or $2.85 billion a year. The 1975 fiscal budget asks for $7.88 billion for one year.
