"Renters can us 25 percent of their rent in lieu of property taxes." Right now, the so-called "trigger" percentage is in the 6 to 7 percent range. "The report will reveal that lowering the trigger percentage to a flat 4 percent would cost somewhere between $28.4 million to $29.7 million, depending on whether we use our Democratic or Republican staffer's estimate. If the trigger percentage were 5 percent, cost estimates range from $24.5 million to $28.1 million, Skinner said. "The important thing to understand is that the state has appropriated $29 million for tax relief for senior citizens for the past two years, but the most that has been spent is $20.5 million. That means our proposal will not increase the Governor's budget. • • • boys, along with their neighbors are continually working themselves in and out of various predicaments. The show will be presented at the Junior high school and will feature sets, costumes, make up and props all created by the students themselves. There are over twenty-five cast members including actors, singers, and dancers and many more students who have worked hard behind the scenes. Gener̂ ! ,J8S5*L •$ and terms optional witl Itr. That is what the subcommittee proposes be done," the freshman legislator said. The second recommendation is that Supplementary Social Security not be considered welfare. . "If the Revenue Department classified SSI as welfare, no recipient would be elibible for any property tax relief. Our subcommittee defintely believes SSI recipients should be eligible for property tax relief," Skinner reported." The third recommendation is that Mobile Home Privilege tax payments be considered as property tax payments for the purposes of the state's property tax relief act. The fourth is that the Department be required to include a table on the application form from which senior citizens could estimate their potential refund. • " "Presently, about 40 percent of those who apply receive nothing. We think a lot of bitterness would disappear if expectations of refunds were not falsely raised in the future." The fifth recommendation is that no rebates of less than $5 be paid unless specifically requested by a senior citizen. "One McHenry county senior citizen actually received a refund check for l cent," Skinner revealed. "He considered that absurd and so does the subcommittee. It costs more than that to write the eheck." Taxpayers with small refunds could accumulate them until the $5 figure was reached. . Allowing the Revenue Department to issue guidelines to nursing homes regarding what percentage of patient payments should be considered for the property tax relief act is the sixth recommendation. The subcommittee will also recommend that individuals be given two years to apply for relief after the official deadline and that the Department on Aging work hard to increase the eligible participation rate from the current 45 percent level. "It is deplorable that more than half of those eligible get nothing because they don't even apply. The ninth recommendation is that those senior citizens who can't afford to pay their taxes, even after receiving the Homestead exemption (a $1,500 deduction from a homeowner's assessment) and the property tax relief from the state program, be given the option of deferring them until they sell their home or until they die. To gain citizen input, hearings were held this winter in Springfield, Chicago, McHenry and Belvidere by the subcommittee. The bills involved in the r e c o m m e n d a t i o n s w i l l probably be heard before the full Revenue Committee in Springfield Tuesday, May 21. Those wishing to testify may contact Skinner at the State Capitol or in his Crystal Lake office or Reps. J.David Jones or Joe Lundy, the other subcommittee members in Springfield.
