Zimmerman ASCS Official Talks Of Disaster Payments Producers in McHenry county are checking thoroughly into the disaster payment provisions of the 1974 feed grain, wheat and cotton programs administered by the Agricultural Stabilization and Conservation Service (ASCS). "We want to do all we can to explain how producers become eligible for prevented planting and low yield payments", said Jimmie D. Lucas, executive director of the county ASCS office. Prevented planting means that the farmer is unable to plant because of severe natural disaster striking at planting time prevented him from planting. Low yield is when a disaster seriously affects the potential yield of a crop after planting. In the case of wheat and feed grains, if the producer is prevented by a disaster from planting an acreage of annual non - conserving crop at least equal to the sum of his wheat and feed grain allotments, he may qualify for a prevented planting payment. (Annual non • conserving crops normally planted in this county are oats, soybeans, wheat, rye and canning crops. Low yield payments apply only to program crops of wheat, corn, grain sorghum, barley and cotton that have been planted, but a natural disaster such as hail, excessive rainfall, extended drought, or flood totally destroys the crop of reduces the potential yield substantially below normal. Lucas emphasized that if a disaster prevents a farmer from planting his crop acreages or severely damages a planted program crop acreage after planting, he should immediately report it to the ASCS office. Participation in these programs is open to all farmers regardless of race, color, creed, sex, or national origin, and an intention to participate must be filed by June 15 to be accepted. some count blessings, but most count bruises.
