THE POLICE DEBATE "Editor: "It is indeed unfortunate that the City Council persists in marathon ignorance. By choosing to misuse the word "autonomy", it has lent a misleading air of intelligence to its refusal to allow recognition of the McHenry chapter of the Combined Counties Police association. "Autonomy is defined by Webster as "self-government" There has not been nor will there be any attempt by the CCPA to govern the city of McHenry. The entire premise on which the CCPA is based is that of assisting local police officers in their efforts to take their * problems, ideas, suggestions and requests to their local governing bodies. This is all with the purpose of improving the quality of professionalism and therefore protection afforded the various cities and towns which they have been sworn to serve and protect. "Alderman Pepping did a 'slow burn' because the police officers were irritated that the Council had not acted upon the recommendations of the Police commission. He asserted that their recommendations were to undergo further stttdy. Alderman Pepping, if more citizens had been at the Council meeting to hear your remarks, you can rest assured that they would have done a lot more than 'a slow burn'. If further time and taxpayers' monies are to be used in another study, what then was the purpose of having the Police commission spend time investigating the needs of the department and m a k e i n f o r m e d recommendations? "Alderman Pepping's 'slow burn' obviously penetrated his judgment if he feels that the expenditure of $2800. for the retaining of a professional park planning group is more advantageous to the city than the inception on the part of the Council of an attitude that could foster a professional police department. "The majority of the City Council could use a beginning course in Robert's Rules of Order. It would appear that to gavel down an 'outsider's' q u e s t i o n c o n c e r n i n g clarification of the inane mutterings of an embarrassed alderman is quite proper, while it is also proper for an alderman to interrupt the proceedings without being given the floor. It also seems slightly inappropriate (as only Mrs. Hromec could perceive) to call for a vote of confidence in the midst of the fifteen minutes allotted to the presentation of the CCPA - that fifteen minutes being less time than the Council used in argumentation, interrogation and deliberation in the issuing of a license to an ice cream vendor. "Those police officers whose wives are expecting have more than a passing interest in any modifications to be made in the medical plan. Is it too much to ask, Alderman Rogers, that some of the men have a say in which plan will be effective as of July 1? Three months ago you seemed to think it as a reasonable request, but it now appears to be much too much to ask. "The McHenry chapter of the CCPA appreciates the concern of Mrs. Fallon and Mrs. Himpelmann, but finds it difficult to understand how they can object to methods when they have no idea as to the problems of the men or to the aspirations of the CCPA to solve them. To the best of anyone's knowledge, neither Mrs. Fallon nor * Mrs. Himpelmann has ever spoken with a member, much less an officer, of the CCPA. "The ladies would also appear misinformed as to the inevitability of a federal police force. With the FBI alive and well and living in Washington, there seems to be little need for another federal force. Furthermore, it is the Constitution, and not unions, that have the power to create such an organization. "Alderman Wegener, who advised the men to leave if they didn't like it, must have heard his own statement in his dreams so often that he took his own advice. "When our family moved here sixteen years ago, he was highly recommended as a pediatrician, but through the years he has proved he was so much more! His contributions are too numerous to mention. "With a lump in our throats, but a glow of pride for having known him, we wish Dr. Peter Griesbach and his wife, along with their children, the happiness they so richly deserve as they move on. Milbratz, McHenry, two charges of deceptive practice were nolle prossed on payment of court costs. Patrick R. Colomer, McHenry, guilty of illegal possession of hypodermic syringe, probation denied, fined $250 and costs. COMPLAINTS Officer Kenneth Prazak charges that on June 20, Richard D. Spears ' of 907 Plymouth lane, McHenry, committed the offense of disorderly conduct in that after being stopped for a violation of criminal offense, became very belligerent and used vulgar language and had to be restrained. Bond set at $25, court date July 1. Robert E. Kramer, owner of Mr. K's Pizza and Lounge, . charges that on June 20, ' Richard D. Spears of 907 Plymouth lane, McHenry, committed the offense of criminal damage to property under $150 in that he did force the front door of Mr. K's, located at 4720 W. Route 120, and broke the hinges on the door. Bond set at $1,000, court date July 1. Patrick H. Clark, assistant manager of Hornsby's, charges that on June 21, Andrew Fossum of 4914 W. Barnard Mill road. Ringwood, committed the offense of theft under $150 in that he did obtain unauthorized control over a shirt and belt from said store. Bond set at $1,000, court date July 11. Fred Wahl, owner of Wahl Jewelers, charges that on June 22, Debora L. Wilson of 2909 W. Route 120, McHenry committed the offense of theft under $150 in that she did obtain unauthorized control over a ring, the property of said store. Bond set at $1,000, court date July 1. Officer Robert F. Winters charges that on June 21, Albert R. Stockwell of 1308 S. Lily Lake road, McHenry, committed the offense of burglary in that he did enter the property of Margaret D. Crago at 4606 W. Bonner drive with intent to commit a theft therein. Bond set at $2,500, court date July 11. Officer Robert F. Winters charges that on June 21, Lawrence J. Palmer of 1308 S. Lily Lake road, McHenry, committed the offense of burglary in that he did enter the property of Margaret O. Crago at 4606 W. Bonner drive with the intent to commit a theft therein. Bond set at $2,500, court date July 11. Sgt. Gregory Bliznick charges that on June 24, Frederick T. Kohnke of 1401 N. Avers, Chicago, committed the offense of possession of hypodermic syringes and needles. Bond set at $1,000, Special Guest Registrar For The Griesbachs Guests who attend the "Lollipops and Roses" farewell reception for Dr. and Mrs. Peter Griesbach Sunday afternoon, June 30, will sign a special guest register to be presented to the couple as they leave for the state of New York. An open invitation has been extended to friends, patients and their families, colleagues and associates of the Griesbachs by the committee in charge of the reception. The event will be held at the McHenry Country club, both inside the clubhouse and on the grounds, where a green-and- white striped tent will be erected. "We ask those who attend to register with Mrs. Helen Miller and Mrs. Lillian Hettermann, who have donated the register and have volunteered to preside at the registration table," said Mrs. Robert Newkirk, chairman of the reception committee. Thelen drive, McHenry, and husband of Kathleen Davis of Woodstock, has been named to the Dean's list for the last four quarters at DePaul university. He graduated with high honors June 9 in the Arie Crown theaire, McCormick Place. Mr. Murray had also attended Loyola university and is a graduate of Marian Central Catholic high school.
