Taylor, Marengo Saturday, Sept. 7. The theme of the first workshop, which will run from 9:30 a.m. until 4 p.m., is ' ' C o m m u n i c a t i o n i n Education." Topics treated will be "The Dynamics of Communication," "Effective Listening," "Teacher-Student Interaction," and "The Art of Asking the Right Questions." The staff for the institute day will consist of Rev. Karl Ganss, MSC, director of Religious Education for McHenry County; Sister Margaret Mary Knittel, associate director of Religious Education for the diocese of Rockford; and Mrs. Mary Marsh, head of the Religious Education program of St. Patrick's church, McHenry. The workshop will conclude with the celebration of Mass. Participants of the Sept. 7 workshop are asked to bring a bag lunch. Beverage will be provided. The second workshop slated by the Catholic Education office will take place Saturday, Sept. 14, at St. Patrick hall, McHenry. This session will address itself to the beginning religious educator. Subjects covered will be: "History of R e l i g i o u s E d u c a t i o n , " "Current Developments," "Psychology of Learning," "How to Effectively Use the Religion Text" , and "Organizing Learning." Offer English As Second Language At MCC This Fall McHenry County college will offer classes in English as a Second Language this fall for the sixth consecutive year. All college district residents who are in need of these classes are invited to participate. There is no tuition charge for the course. Lindberg of Crystal Lake said in his monthly fiscal health report. The Comptroller's report showed that for fiscal year 1974, which ended June 30, the Governor's Bureau of the Budget initial estimates of income to the state's general operating funds from sales and income taxes were $192 million short of actual receipts. manager of TC Industries, Inc. The company has just announced a 5 percent wage increase for all salaried employees effective Sept. 1. This was preceded by a 25 cent per hour wage increase for all hourly employees July 1, which was the third wage increase during the past year. "Errors of this magnitude do not provide an adequate basis for sound fiscal planning," Lindberg said. The Comptroller noted that errors in predicting the state's income stem from economic events which are difficult to foresee, making the state's annual budget process "always subject to uncertainty." "The Fiscal year that ended last June 30 was one characterized by turbulent economic change," Lindberg said, "including high inflation rates, an energy crisis, auto and home building slumps, high interest rates, supply shortages and a recession. "But there are costs associated with the estimating errors that arise from the economic storm around us. Underestimating revenues causes state programs to be unnecessarily underfinanced, including tax relief and our welfare program. "If revenues fall short of estimates, while spending is budgeted up to estimated income levels, potential costs include a tax increase or cuts in state services. "In either case, accurate planning is impossibly" Lindberg also reported the state is now in healthy financial condition, with a general fund available balance of $539 million at the end of July, 1974, $86 million higher than at the end of the previous month. Financial Aid For Part-Time College Students Governor Walker signed legislation recently, providing additional scholarship aid to college students, including a new program of financial help for part-time students. The scholarship permits part-time students who meet other scholarship criteria to get state aid if they are taking at least six credit hours of study. Illinois is the first major industrial state to give scholarship aid to part-time students.
