PLAINDEALER WEDNESDAY, NOVEMBER 6. 1974 Confer Sacrament Of Sick Twice Told Tales Oyer sixty people were anointed with the Sacrament of tl.e Sick in a moving celebration at St. Patrick's church Sunday, Oct. 27. After neiurly a month of preparation, family, friends and parishioners filled the church at the 12:15 p.m. Mass. Montini Middle school sUidents helped with preparations by making various decorations for the reception held in the church hall after the Mass. The parish looks forward to another celebration of the Sacrament of the sick in a year and the enthusiasm and faith shared in the celebration. STAFF PHOTO-WAYNE GAYLORD Discontinue Unpaid Mail Postmaster General E T Klassen has announced that the postal service intends to discontinue delivery of unpaid mail. The new policy is seen as benefitting the general mailing public now paying for their postal service. "It is unfair," Klassen pointed out. "to burden the vast majority of mailers with costs created by the few who mail without prepayment of postage. " The Postmaster General said postage-due delivery has also caused severe financial loss for utility companies, banks, and department stores as well as other business establishments whose volume of unpaid mail has been increasing. Postal service officials estimate annual postage due losses to recipients of unpaid inail and the additional losses to the service run in the mil l ion dol lar range. As of Sunday, Nov. 17, a l l unpaid mai l - mai l without any postage - wil l be returned to the sender . Previously, unpaid mail was general ly del ivered postage due. Mail mat ter of any class , received at e i ther the off ice of mai l ing or the off ice of the addressee without any postage on i t , wi l l be endorsed: "Returned for postage", and returned to sender . No at tempt wil l be made to col lect postage due. If the envelope does not contain a return address , i t wi l l be sent to the dead le t ter off ice for appropriate handl ing. The postal service said the new regulat ion does not affect business reply mail , federal government and free mail del ivery to the bl ind, armed Forces mail , or-keys and in dent i l icat ion devices re turned to owners . According to postal regulat ions, which have the ful l force of laws, prepaid postage is required on mail mat ter . In addi t ion, under the federal cr iminal code, any person who wil l ful ly deposi ts unpaid mail in a mailbox or col lect ion faci l i ty with intent to avoid prepayment of postage can be prosecuted and is subject to a l ine of as much as $300. The Postmaster General made the announcement before more than 3,000 business and government leaders in Washington at tending Nat ional Postal Forum VIII , an annual event to discuss methods of improving mail service and postal eff ic iency.
