Will she still be en­ titled to war orphan's educational assistance following her marriage? A -- Yes. Marriage of children eligible for war orphan's educational assistance is not a bar to this entitlement. Q -- I am a college student interested in volunteer work in hospitals. Does the VA use college volunteers? A -- Yes. Wherever possible they are placed according to their special interests and career goals. Psychology majors often work in Psychology Service and social work majors assist the social work staff. Q - How do I secure dental treatment through the Veterans Administration? A - When application is made within one year after release from active duty, dental con­ ditions are presumed to be service-connected making them eligible for one time correction. Organizations on the lookout for an ideal public service activity might well consider teaming up with an unusual and, perhaps, unlikely partner- -the Internal Revenue Service. For the sixth consecutive year, the IRS is conducting a Volunteer Income Tax Assistance (VITA) program. People helping people with their tax returns is basically what the VITA program is all about. "It's no secret that thousands of low-income taxpayers -- especially senior citizens and individuals who speak very little English -- find it difficult to prepare their own tax returns," says Charles F. Miriani, district director for northern Illinois. The result is that many of these people turn to a professional tax return preparer for assistance, like millions of other taxpayers who seek out paid professional help during the filing season. The IRS recognizes the important role carried out by the tax returns preparation industry, but many low-income taxpayers have very simple 1040A returns to prepare and cannot afford to pay for professional assistance. "This is where public service organizations and VITA come into play. If an organization can enlist members willing to help taxpayers complete their tax returns fully and accurately, without charge, the IRS will train these helpers or assisters, as they are called under the VITA program, in basic income tax procedures," adds Miriani. This training prepares these assisters to help taxpayers prepare their returns, especially those with simple returns to file. Volunteers need not have tax backgrounds. With a basic understanding of arithmetic, they can easily master the VITA course. In terms of a commitment, the VITA assister can devote as much or as little time as he desires to assist taxpayers. And in scheduling the VITA t r a i n i n g s e s s i o n s , arrangements are left to the discretion of the local group or organization. Here, in a nutshell, is how VITA works. A local Lions club, say, comes up with twenty-five VITA assisters. The club makes arrangements to have its meeting place available every Wednesday evening from 7 to 9 p.m. for providing free VITA assistance. The IRS, in turn, trains the assisters, provides them with the necessary forms, schedules and background materials. The IRS also makes available to the club posters, flyers, and other informational materials to help alert taxpayers to the free assistance. To further promote the program, the club is en­ couraged by the IRS to generate its own publicity. Right now, the IRS is con­ tacting national public service groups and organizations asking them to participate in the VITA program for 1975. Other national or regional and local organizations which have not been contacted but would like to participate in this unique "people helping" activity should call their local IRS of­ fice and ask about "VITA participation." Public service organizations will not be the only ones providing assisters for VITA. Help, again this year, will come from college students, com­ munity action groups., welfare workers, religious and government people, as well as fraternal society members.
