He said the delay in receiving fhe printed forms makes it impossible to process the ap plications before the Feb. 1 deadline. Those persons holding common carrier certificates or contract carrier permits and who want to renew them for another year will have un til March 1 to display the proper credentials on their vehicles indicating payment of the annual franchise fee, Lieberman said.
