'Editor: "Last Friday's issue of the Plaindealer carried a story telling of the general objectives of the comprehensive plan for McHenry Shores. The hearing was held March 21. With Chairman Jeffrey Hoffman presiding, and before the review of objectives was given, I asked to be allowed to issue a prepared statement. I would like to correctly tell the contents of this statement, which Mr. Hoffman called a "protest". It reads as follows: " 'I call for this Public hearing on the Proposed comprehensive plan for the Village of McHenry Shores to halt and a continuation date be set; Whereas it was requested * * * * * * Shape Up For Spring BOIY DANCING LESSONS of the chairman of the Planning commission to supply the , public minutes of the Planning commission meetings, and whereas this request is of public record and recorded in the minutes of the board of trustees meeting Thursday, March 13, 1975, and said minutes of the Planning commission were to have been in the Village Clerk's office for viewing on Saturday, March 15, 1975, and whereas, these are public record and denial has been made the people of McHenry Shores, and whereas legal notice of the public hearing on the Proposed Comprehensive plan for the Village of McHenry Shores failed to include notice that copies of said plan were available free of charge to those interested; Thereforth, denial to public records and the lack of legally offering said proposed Comprehensive plan is just cause for a continuation until such time as the minutes can be produced and sufficient time to study same. I thereforth call for a continuation of this public hearing.' " "The conversation that followed was to the effect that the minutes were available at this home. I reiterated that the issue was that the minutes were to be at the village hall as per the arrangements made at the board of trustee meeting March 13. The gavel was struck and I was declared 'out of order'. Professionalism and non-bias would have prevailed if a five- minute recess would have been called by the chairman in order to check with the village legal counsel. The matter would have been settled and we could have continued if that had been the decision at the time. Under the circumstances, being called 'out of order', there was nothing to be gained by staying except confusion. "The Planning commission was created by Ordinance 28, , dated Aug. 9, 1973. The date on the proposed plan is Sept. 1, 1974, and the hearing was held March 21, 1975--A total of almost seven months from the date of the plan to the public hearing. I cannot help but wonder about the timing of this hearing. - "I have no basic qualm with the plan as written or the commission chairman but it lacks two very basic Doints of concern to our community. An impartial plan would have included these two points. Upon future adoption of the plan, an official map or maps shall be drawn to scale, a costly en­ deavor. The plan then has to be recorded and this entails legal and recording fees. In my opinion this is a waste of manpower and tax dollars for an incomplete plan when it can be done more thoroughly the first time around. It would take less than one week toadd what I feel the plan lacks ancj is the whole basis for having such a plan. I am referring to the recent resignation of the school transportation director. This is the second time within two years a District 15 and 156 transportation director has left his position and the need for replacement has arisen. "Interest should be taken as to which individuals are the immediate overseers of the Office of Transportation and who is responsible for the dispensing of transportation funds. Is it the transportation director? Or the respective business managers appointed by the districts? Also, who appoints a transportation director? "With the need for a second change within as many years, a review of school transportation functions is required.
