May has been a leader in the efforts to aid the mentally handicapped and emotionally disturbed for many years. * The 708 board has an ex­ tremely heavy work load ahead because it must submit both a one-year and a five-year plan to the Illinois Department of Mental Health and Develop- mentally Disabled concerning the near-term and longer-range requirements of McHenry county citizenery. The 708 board has hired Dennis Smith, Taylorville, to serve as its executive ad­ ministrator. He will be the board's first full time em­ ployee, a position required by the heavy demands of paper work and in working with the agencies in McHenry county to study their needs and make recommendations.
